Position Summary & Responsibilities:

Cartography/Mapping: Manages the Geographic Information Systems (GIS) program
and maintains the Common Installation Picture and geo-based products. Developments
mapping projects on demand from civil engineering staff. Limited mapping projects may
be completed for outside agencies, such projects on an as needed basis will be under the
guidance of the direct supervisor. This requires good organizational skills, the ability to
write in a clear, concise understandable format, the ability to work independently with
limited over site by the supervisor and the ability to finish projects in a timely manner.
Upon completion each project will be reviewed by the direct Facility Master Planner and
the requestor to ensure quality and accuracy. Creates GIS data layers and databases.
This includes the creation and maintenance of metadata in the FGDC and GeoBase
format for each data layer created. Utilization of Global Positioning Systems (GPS) for
projects requiring site survey inputs. Access and maintenance of existing GIS data layers
and databases within the Civil Engineer Section, and discovery of other digital data
sources that can be used to enhance the agencies’ geographical information system
Site Planning/Drafting. Prepares and/or reviews difficult tracings; performs detailed
inking and plotting duties; making required computations in a variety of plans, maps,
graphs, charts, and related material; computer material and other volume quantities.
details final plans for preliminary sketches and interpretation notes from survey crews. Uses
computer software and hardware which may include CAD, creative line drawing, or a
symmetric drawing from library or symbols. Reviews of information to ascertain correct legal
description and ownership records for real property rights.
Inspection/Quality Assurance: Performs technical review and inspection of projects to
determine project progress, compliance with plans and specifications, field checks and
field measurements on completed construction. Work is reviewed for accuracy on an
intermittent basis by staff engineers.
Meeting/Consulting: Consults/meets/interacts with requestors of GIS and engineering
drawing products under the guidance of the direct supervisor on an as needed basis.
This requires excellent verbal communication skills and the ability to establish and
maintain effective working relationships with all levels of administrators, peers, and users
of the various programs.
Project Design/Management: Performs project design and management functions.
Consults with customers, verifies and obtains field data, prepares design options for
approval by the staff engineers. Creates final drawings and specifications for design
options selected. Use means and other estimating tools to create an independent
government cost estimate. Under general supervision of staff engineers may provide day
today management on select projects to include project progress meetings, inspection of
work being invoiced, coordinating with on-base agencies for contractor access and other
related issues.
Other Related: Performs other related duties as assigned or needed. This includes, but
not limited to, keeping abreast of advancements in the field and analyzing that technology
related to surveying, mapping, drafting and GIS. Supports Civil Engineering operations
with digging permit drawings, facility drawings, base maps and plans. Trains squadron
Engineer Assistants in the use of drafting/GIS tools and can expect to provide classes
during one to two Unit Training Assemblies (UTA’s/drill weekends) annually
