Job Description
PURPOSE SUMMARY. Performs advanced level professional human resource work in the employee relations section which includes supervising the employee relations unit; collective bargaining negotiations and compliance; employee and management consulting / advising; oversight of employee grievance processes; professional development; development and testing of enterprise resource planning system; and research and development related to areas of responsibility. May be assigned to various special projects.
ESSENTIAL DUTIES.
1. Participate in the development of the department priorities and work plan; assign work activities, projects and programs; monitor workflow; review and evaluate work products, methods, and procedures.
2. Provide analysis of data and information to make recommendations to the Director regarding human resources related problems or projects. Assist the Director with special projects.
3. Perform daily supervision of assigned staff including training, motivating, evaluating, and managing the employee relations team.
4. Provide or coordinate staff training based on team needs and work with employees to correct deficiencies.
5. Conduct continued research, development, and testing of the County’s Enterprise Resource Planning (ERP) system in areas of responsibility.
6. Participate in union contract negotiations as needed. Support union negotiations by researching and compiling data.
7. Provide professional human resources advice and strategic direction to assigned departments in areas of employee relations, employment law, and other related human resources areas.
8. Manage employee relations issues and monitor, recommend, and review disciplinary actions.
9. Coordinate with the Talent and Culture Department regarding training and professional development programs in support of the County’s human resources and organizational initiatives, including :
Plan, organize, initiate, recommend, and facilitate compliance and policy training programs.
Conduct train-the-trainer programs with other HR Staff.
Monitor and evaluate compliance and policy training programs to determine effectiveness and additional needs. Report program results to the Director.
Administer outside training contracts and program curricula for HR department employees as needed.
10. Responsible for employee relations activities which may include employee coaching; team interventions; management consultation; oversight of the performance management system; development, coordination, and conducting HR compliance training for New Employee Orientation.
11. Responsible for the oversight of vendor contracts related to areas of responsibility.
12. Establish and maintain current Standard Operating Procedures (SOPs) for areas of responsibility.
13. Assist with departmental budget.
14. Remain current on industry best practices.

QUALIFICATIONS.
A. Education. Bachelor’s degree in human resources, public or business administration, psychology, organizational development, or a directly related field is required. Master’s degree in a directly related area preferred.
B. Experience. Five (5) years of full-time increasingly responsible exempt-level human resources experience required. Previous supervisory experience preferred. Public employer experience preferred.
C. Education / Experience substitution. None
D. Licenses / Certifications. Senior Professional in HR (SPHR), Professional in HR (PHR), Senior Certified Professional (SHRM-SCP), or Certified Professional (SHRM-CP) is preferred.
E. Other (e.g., post-offer medical exam, polygraph, background check, driver’s license record, etc.). Must pass pre-employment background check. Must maintain a valid driver’s license and an acceptable driving record in accordance with County policy.
KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED BY THE POSITION :
Must have knowledge of :
Advanced working knowledge of the practices, procedures, and principals of public administration and human resources management;
Contemporary principles and practices of human resources including training; performance management; labor relations and employee / employer relations;
Pertinent federal, state, employment, labor, wage, hour, and local laws, codes, and regulations;
Business English, spelling, grammar, punctuation and basic arithmetic;
Research and analysis techniques;
Training methods for adult learners;
Working knowledge of Word and Excel software.
Must have advanced skills to :

Establish and maintain effective working relationships with other employees and the general public;

Use independent judgment and take appropriate action in various situations; perform extensive research, make independent analysis, and report findings; proactively identify problems or needs, involve stakeholders and develop viable plans of action to address issues; conduct comparison and statistical analyses; prepare thorough investigative and other written reports using proper punctuation, grammar, and spelling;
Readily apply the Human Resource procedural guidelines to a situation, analyze and make recommendations for resolutions to personnel issues;
Conduct group training programs for diverse populations with effective results.
Must have the ability to :

Compensation Range
$70,387.20 - $114,816.00
