This position leads various initiatives promoting programs for equity and engaging historically underserved and protected populations in accordance with Title VI of the Civil Rights Act of 1964, the US Department of Transportation Title VI Regulation (49 CFR Part 21) and the Federal Transit Administration Title VI Circular.

DUTIES & RESPONSIBILITIES :

Essential :

• Supports the development and implementation of the Title VI Program and overseeing program compliance. Supports compliance monitoring of transit-related contractors and subrecipients.
• Supports completion of service performance monitoring and equity analyses for major service, fare changes and facility sitings.
• Develops and implements the Public Engagement Plan and Language Access Plan.
• Develops, leverages, and strengthens diverse relationships with community-based organizations, local governments and elected officials to identify, investigate and address issues of transit equity.
• Designs, coordinates, facilitates, and attends various public engagement activities to investigate benefits and adverse effects of the agency’s services, programs and activities.
• Completes and presents reports summarizing the analysis of quantitative and / or qualitative data and explains trends related to transit equity.
• Collaborates with Legal, Service Development, Market Research, Customer Care, Planning Bus and Rail Operations and other business units as needed to resolve equity issues in the agency’s policy, procedure and practices.
• Investigates customer complaints in accordance with RTD’s Transit Equity Nondiscrimination Policy and Transit Equity Complaint Management Procedure. Recommends corrective action based on findings in coordination with Transit Equity Manager.
• Develops and delivers Transit Equity / Title VI education and training programs to employees / managers.

QUALIFICATIONS : Required Education :

Bachelor’s degree in Public Administration / Policy, Economics, Environmental Studies, Planning (Urban, Regional), Psychology, Sociology, Statistics or a related field with demonstrated course work in transportation policy, civil rights, public policy and analysis.
