Primary Functions and Job Details

  • Bureau of Water T / D : Supervises the work of laborers, maintenance workers and equipment operators in the installation of water mains, new service lines and hydrants; locates the defective valves and breaks in water mains and supervises repairs.
  • Bureau of Wastewater Collections : Supervises and directs the work of Labor Supervisors, sewer technicians, laborers, maintenance workers, equipment operators, and camera technicians in the installation, inspection, maintenance, and repair of storm and sanitary sewer pipes; the construction of manholes, mains, and inlets; and finds and mitigates the location and sewer stoppages and discharges.
  • Bureau of Streets : Supervises crews involved in the construction and maintenance of streets and during winter storm operations involving salting, plowing and snow removal.

Examples Of Essential Duties

  • Follows safe practices in the performance of duties.
  • Organizes and exercises technical supervision over the crew under their direct supervision or as assigned from time to time.
  • Provides timely, accurate and thorough Performance Reviews for supervised employees.
  • Plans and prepares work for crews, ensures proper performance of tasks undertaken by their crews; maintains work and time records; prepares necessary reports.
  • Sets grade for work and orders materials for jobs. Maintains inventory of materials and maintains all equipment and vehicles in safe working order through collaboration with the Bureau of Motor Vehicles.
  • Supervises the placing of safety device services around street excavations, special events, fire and police emergencies.
  • Bureau of Water T / D : Supervises the repair and replacement of existing water mains, service lines, and appurtenances.
  • Manages the shut-down and start-up of water flow around main line breaks.
  • Directs the repair, replacement, and new installation of service lines in the absence of Labor Foreman I.
  • Bureau of Wastewater Collections : Supervises the repair and replacement of storm inlets, sewer mains and sink holes.
  • Responsible for all PA 1 calls and service calls related to the sanitary sewer collection through oversight of the Utility Locator. Ensures complete and continual compliance with the Pennsylvania One Call System and Act 287 as amended.
  • Responsible for purchasing supplies and management of inventory related to the collection system.
  • Collects and distributes information related to the Chapter 94 report requirements.
  • Troubleshoots issues pertaining to the collection system with contractors and homeowners.
  • Assists in snow detail during winter storm operations involving salting, plowing and snow removal; occasionally supervises a crew. May be tasked with operating snow plowing equipment during staff shortages or labor issues.
  • Bureau of Streets : Supervises the repair of potholes, water trenches, sewer trenches, sinkholes and all other street repairs.
  • Responsible for the removal of leaves from street trees throughout the City.
  • Responsible for the sealing of city streets and utility trenches.

    • Typical Qualifications

    Education, Training and Experience

  • Graduation from High School or completion of a GED is required. Graduation from a trade or technical school with an Associates or Bachelor's degree is preferred.
  • At least six (6) years of construction work experience with field specialization, including two (2) years in a supervisory role is required.

    • Licenses and Certificates

  • Possession of a valid Pennsylvania State Driver's License is required.
  • Bureau of Wastewater Collections : Possession of a Class "E" certification for wastewater as required by the Pennsylvania Department of Environmental Protection and must be obtained within 12 months of hire. Preference given to candidates already possessing this qualification.
  • Possession of a valid Commercial Divers License (CDL) A issued by the Commonwealth of Pennsylvania, with "N" endorsement (required to drive "tank" vehicles) is required, and must be obtained within 12 months of hire. Preference given to candidates already possessing this qualification.
