Job Title :

  • Senior Data Governance & Privacy Analyst – Education Location : Baltimore, MD (on-site primary; telework at supervisor discretion) About the Role : The Senior Data Governance & Privacy Analyst – Education position supports the Maryland State Department of Education (MSDE) in building robust data governance and privacy frameworks to protect student data across local education agencies (LEAs).

    • Drive compliance, risk management, and ethical data practices that strengthen Maryland’s educational infrastructure.   Your Impact :

  • As a Senior Data Governance & Privacy Analyst – Education, you will : Lead working sessions with local school boards to develop, implement, and maintain data privacy frameworks, incident response plans, and breach notification procedures compliant with FERPA, HIPPA, and state regulations.
  • Guide LEAs on best practices for student data processing, access authorization, and standardized safeguards across IT systems and records management.
  • Prepare annual reports detailing student data types, processing protocols, vendor contracts, and justification for educational tools and applications.
  • Provide technical assistance and foster cross-district collaboration on policy development, risk assessment, and privacy-by-design integration.
  • Serve as a strategic liaison among MSDE, LEAs, IT, legal, and compliance teams to ensure data integrity and informed decision-making.
  • These responsibilities are not meant to be all-inclusive; additional tasks may be assigned.

    • Minimum Qualifications :

  • Bachelor's degree in related field. 3+ years as a data privacy professional with strong MS Office proficiency, analytical problem-solving, verbal / written communication, and task management skills.
  • Experience working independently and in teams, interpreting data, and handling confidential information under pressure.

    • Standout Qualifications :

  • CIPP or CIPM certification; knowledge of Privacy Impact Assessments (PIAs) and Privacy Threshold Analysis (PTA).
  • Familiarity with education privacy laws (FERPA, PPRA, COPPA, GDPR, CCPA) and LEA collaboration.
  • Proven stakeholder coordination across IT, legal, and business units in government or educational settings.

    • Pay Range :
