General Description of Duties

Starting placement will generally not exceed 15% of the advertised minimal salary and is based on qualifications, experience, and internal equity.

GENERAL DESCRIPTION OF DUTIES
This is professional and administrative work supervising the Environmental Review Section and reviewing environmental permit and site plan applications for compliance with county, state, and federal environmental protection regulations. Work also involves conducting stormwater site plan review of projects and providing site impact analysis.

ESSENTIAL DUTIES
Supervises Environmental Review Section. Schedules daily "duty officer" assignments. Schedules reviewers leave time as to minimize workload disruption. Coordinates permit application review work load. Assigns specific special projects and duties. Monitors permit application status in permit tracking system and other systems currently in use. Checks for code compliance after project is recommended for approval by the reviewer. Revises procedures as necessary to take advantage of new technology and processes. Schedules training sessions for reviewers to maximize efficiency in using all available resources. Assists reviewers in code interpretation and assist them in dealing with difficult and demanding clients in a positive and professional manner. Maintains personnel records, conducts semi-annual performance discussions, conducts annual performance evaluations and initiates personnel actions as necessary. Maintains and updates policy and procedures manual for the division as necessary. Maintains and creates files, records (File Action Forms), Accela records file management.

Provides technical assistance and consultation. Researches, Handles the site plan review program. Analyzes plans, applicable maps, GIS map data, and all supporting documentation. Reviews the project for general stormwater requirements. Provides technical support to Environmental Review Specialist as needed for preparation of written comments to Development Review Coordinator and the applicant. Reviews re-submittals and provides comments to Environmental Review Staff. Reviews and provides analysis of the Environmental Impact Analysis Submittal. Reviews the technical review application for compliance with environmental management code. Prepares written comments for staff meeting to Development Review Coordinator and the applicant. Reviews subsequent redesign and re-submittals. Issues written response for information to development review staff and applicant. Attends meetings regarding redesign and re-submittal issues of concern to the applicant. Recommend stormwater approval, or special conditions of approval, of the site and development plan to the Development Review Coordinator. Reviews applications for compliance with environmental (stormwater) management code. Provides comments to the Development Review Coordinator for review by DRC or Planning Commission. Recommends stormwater approval or approval with conditions.

Handles environmental management permit application reviews. Reviews environmental management permit applications and support documentation for completeness and consistency with requirements of the code. Issues an information response request to the applicant regarding application deficiencies. Analyzes proposed project plans, interprets topographic maps, and technical data evidencing compliance with all applicable code requirements and flood plain management and flood hazard ordinances. Performs site investigations. Reviews and analyzes site and drainage characteristics. Reviews pertinent technical manuals and protocol guides applicable to the project. Completes a detailed review for stormwater and landscape code compliance. Reviews grading and drainage and erosion control plans.

Provides technical assistance and consultation. Researches, analyzes, and interprets permit files. Analyzes and interprets maps. Evaluates impacts associated with proposed development activity. Conducts technical reviews of controversial/questionable flood letters. Reviews flood letters as needed. Provides stormwater technical assistance in all areas of permitting. Reviews calculations, hydrologic/hydraulic models for compliance with provisions of the stormwater ordinance. Writes on issues of departmental interest.

Serves as Service Advisor (SA) to provide customer service. Assist telephone or walk-in customers on environmental related issues, on a rotating basis. Assist individuals by directing them to the appropriate source when the question is not an environmental compliance/permitting issue. Takes complaints and direct them in an expeditious manner to the Permit and Code Services Division. Follows up in all instances where there is a sensitive issue which must find resolution. Refers applicants to specific staff members for technical consultation based on individual professional expertise. Reviews all pertinent maps (USGS, FIRM, Environmental Sensitive Feature), topographical and GIS map information, aerial photos, and master permits in conjunction with the inquiry. Provides information in a clear, accurate and technically complete, client-sensitive manner. Provides any written verification of information requested to support the activities proposed by the client. Provides copies of code and reference maps which would assist the client in the process. Documents interactions in the SA log daily.
Performs necessary administrative functions. Attends team review meetings to obtain division information and provide site specific information for projects permitted during the previous week. Discusses and plans division projects. Participates in pre-approved training, education and professional development activities as approved by Division, Department and County management entities, which involves participation in activities outside of everyday caseload and client oriented services provided by staff. Writes or reviews BoCC agenda items regarding stormwater issues, and policy and ordinance revisions. Reviews ordinance provisions, comprehensive plan requirements and Department policies and procedures related to stormwater and flood protection; recommends and develops modifications as determined necessary. Attends and/or makes presentations at citizen’s advisory group meetings as directed.

OTHER IMPORTANT OR MARGINAL DUTIES
Handles special projects. Designs stormwater remedial projects as assigned. Participates in environmentally sensitive area remapping, attending meetings, addressing flood plain issues, developing County flood plain maps, reviewing and interpreting new maps. Researches stormwater projects for potential testimony in court proceedings. Develops and coordinates Leon County Environmental Code Revisions.

KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of civil engineering principles and practices including drainage, roadway, traffic, structural, and environmental engineering. Knowledge of hydrology, hydraulics, geometric design, surveying, soil mechanics, and flood routing. Knowledge of current engineering practices and theories applied to the design and construction of roadway and stormwater facilities. Knowledge of federal and state laws, ordinances, specifications, and regulations relating to drainage, roadway, and environmental engineering. Skilled in communicating effectively verbally and in writing. Ability to establish and maintain effective communication with co-workers, County officials, other engineers and the general public. Ability and skills in using computers, engineering instruments, and equipment. Ability to maintain a calm, professional demeanor while dealing with hostile or angry individuals.


COMPLEXITY OF WORK
Independent judgment required in reviewing site, grading, and stormwater plans and mathematical calculations. Determining compliance with code requires evaluation of many elements including site characteristics, cross referencing, consultation with other staff and with professionals from other agencies and the professional sector.

Deadlines are constant and impact daily work schedules. Due to constant submittal of permit applications and the requirements of the code for required review periods, there is a constant demand to organize and regiment the daily work schedule. It is not uncommon to have several things going on at once. Flexibility, tactfulness and managerial skills are important in dealing with staff, the general public, and private and professional sector and, individual case load.

Problem solving is required in managing case loads, finding solutions to a complexity of issues which surrounds mitigation of design and code. Negotiating skills incorporates the need to find solutions and resolution with professional and citizenry alike. Alternative solutions to permitting issues, internal structure, communications between departments and agencies is a constant demand. Streamlining existing procedures and finding better ways to serve the public are examples of creative thinking applied within the parameters of the position.

Internal and External customer contact necessary to provide technical support and to discuss aspects of permitting process.

EQUIPMENT AND TOOLS USED
Computer, various computer software programs, ICPR, stormwater models, and standard office equipment are among the equipment used.

WORK ENVIRONMENT AND PHYSICAL DEMANDS
Work mainly indoors at a desk. Work primarily in a climate-controlled environment with minimal safety/hazard. Must be able to remain in a stationary position at a desk and/or computer for extended periods of time.

MINIMUM QUALIFICATIONS
Requires graduation from an accredited four year college or university with a Bachelor's degree in Civil/Environmental Engineering and five years of related work experience, two years of which must have been in a supervisory capacity. Preferred Experience is 7-10 years.

Necessary Special Requirements:
Must possess a valid Florida driver's license and a favorable driving record.

Requires a Licensed Professional Engineer.

Selection Guidelines:
Formal application, rating of education and experience, oral interview, reference check, and drug testing.

FLSA STATUS: Exempt. Position currently meets the supervisory/administrative exemption because (1) the position meets the salary test, and (2) position performs supervisory and administrative work activities that are essential to obtaining the goals and objectives of the Environmental Permit Review Program.
