Description

The Second Judicial District is accepting applications for a full-time permanent Court Operations Leadworker II for the Court Support Unit in the Criminal Division. The Criminal Divisions Court Support Unit focuses on in-court operations scheduling and some case processing work. This position reports to the Court Operations Manager of the Criminal Court Support Unit and is housed at the Kellogg Courthouse 15 West Kellogg Blvd St Paul MN but will require regular travel to other court locations in the Second District. Work will typically be performed onsite with options for working remotely. When working remotely this position includes the ability to be called in to work onsite with short notice.

This role involves highly responsible court operations lead work including acting as backup for Criminal Division supervisors providing work direction to the office coordinating and providing training and serving as a subject-matter expert for the Criminal Division.

This position is for advanced and lead court operations work including performing the full range of advanced court operations responsibilities problem solving and case processing duties in a lead capacity; responding to unusual and complex questions independently resolving ambiguous difficult unique and urgent issues; overseeing creating and providing training; assessing and providing feedback on performance and reviewing staff work as directed by supervisors. The position requires considerable knowledge of court operations principles practices policies and procedures to complete assignments under limited supervision and support the full scope of clerical work involved in courtroom support and case processing.

Responsibilities

The following are examples of major job duties expected of this position.

  • Perform the full range of court work within the Criminal Division Court Support Unit including courtroom operations case processing and resolving complex case issues.
  • Serve as subject matter expert for Criminal Court Support Operations using advanced knowledge expertise and independent judgment to answer questions address unique and / or complex urgent case situations and independently resolve problems.
  • Draft and maintain procedures and training materials including reviewing new or updated CAPs and Rules and updating / creating procedure documents as needed.
  • Disseminate new and updated procedures and information to staff and train staff as needed.
  • Create training plans and oversee staff training; conduct staff training sessions.
  • Work with quality assurance reports to identify issues and trends and develop recommendations for improvements or process / procedure changes.
  • Review and check staff work to ensure compliance with applicable policies procedures rules and guidelines; consult with supervisors on workflow process improvements.
  • Communicate with supervisors regarding work progress issues backlogs and assist staff in meeting performance standards.
  • Lead coordinate and / or participate in regular meetings check-ins and trainings and provide coverage in the supervisors absence.
  • Ensure confidentiality in compliance with local state and federal statutes and court rules.
  • Utilize technology to perform work functions including SharePoint Electronic File and Serve (EFS) MNCIS CIM Microsoft Office and other related computer systems.
  • Other duties as assigned.

Minimum Qualifications

  • Graduation from an approved high school or equivalent
  • A minimum of eighteen months experience as a Court Operations Associate or equivalent
  • Experience clerking criminal court sessions and processing criminal cases
  • Ability and willingness to learn all areas of Ramsey County Criminal Division operational work
  • Ability to travel and work at all Ramsey County Criminal Division locations including the Kellogg Courthouse in downtown St. Paul Suburban Courthouse and the Law Enforcement Center within the same day
  • Ability to lead a group of peers
  • Excellent computer skills and ability to easily learn new technology and processes
  • Exceptional written and oral communication skills including active listening
  • Experience working in a field that requires accuracy and attention to detail
  • Ability to apply sound decision making and judgment quickly and independently
  • Strong organizational skills
  • Reliability accountability and positive attitude
  • Knowledge Skills and Abilities

  • Considerable knowledge of court procedures and policies laws legal terminology and legal factors pertaining to the court.
  • Considerable knowledge of appropriate procedures for processing a variety of legal documents and for proper record imaging maintenance and retention.
  • Knowledge of the organization operation function and jurisdiction of the court.
  • Knowledge of electronic case management systems and related applications.
  • Knowledge of customer service practices.
  • Considerable skill in problem solving including consulting various resources analyzing varying situations and circumstances and determining the best solution with limited conflicting or no guidance.
  • Skill in the operation of personal computers including electronic case management systems and related applications and equipment.
  • Ability to coordinate and provide training and guidance for the daily work of other employees engaged in a variety of court operations activities.
  • Ability to read and interpret legal documents of varying types and complexity and apply knowledge of specific laws statutes and rules related to the area of assignment.
  • Ability to maintain an accurate record filing system.
  • Ability to understand and follow oral and written instructions.
  • Ability to handle sensitive and confidential matters and files appropriately and in compliance with all applicable court rules policies and statutes.
  • Ability to communicate effectively both orally and in writing.
  • Ability to interpret and apply rules statutes laws policies and procedures in area of assignment.
  • Ability to prioritize work in a fast-paced environment while maintaining composure and professionalism.
  • Ability to establish and maintain effective working relationships with others within and outside of the Judicial Branch.
  • Preferred Qualifications

  • Experience in conducting training sessions and procedure writing.
  • Experience giving work direction to others
  • Considerable knowledge of criminal court operations procedures and policies.
  • Proficiency in Microsoft Word Outlook and PowerPoint.
  • Exceptional customer service abilities including patience attentiveness persuasion and professionalism with a minimum of six months customer service experience.
  • Working Conditions & Physical Demands

    Work is performed primarily in an office setting or courtroom. Work may involve contact with persons who may be angry confused abusive or threatening.

    Work is essentially sedentary with occasional walking standing bending reaching lifting carrying papers and supplies. Some assignments may require periods of extended sitting standing or computer use. Clerking court and court clerking training assignments require frequent sitting / standing and entering and exiting the courtroom throughout sessions.
