Environmental Health & Safety (EHS) Manager
Project Overview
The Environmental Health & Safety (EHS) Manager will support the turnkey engineering, procurement, construction, commissioning, and turnover of two (2) 21,000-ton central chiller plants. The facilities must meet all applicable federal, state, and local environmental, health, and safety regulations while achieving stringent performance, reliability, energy efficiency, and operational safety requirements appropriate for Central Texas conditions.
Position Summary
The EHS Manager is responsible for developing, implementing, and enforcing all environmental, health, and safety programs for the project. This role ensures compliance with OSHA, EPA, TCEQ, local AHJ requirements, and owner safety standards throughout all phases of the turnkey project. The EHS Manager will work closely with project management, construction management, subcontractors, and commissioning teams to promote a zero-incident culture and ensure safe, environmentally responsible project execution.
Key Responsibilities
Safety Management
- Develop, implement, and maintain the Project-Specific Environmental Health & Safety Plan (EHSP).
- Enforce OSHA standards (29 CFR 1910 & 1926) and applicable Texas safety regulations.
- Lead hazard identification, Job Hazard Analyses (JHAs), Activity Hazard Analyses (AHAs), and Safe Work Method Statements (SWMS).
- Oversee site safety for high-risk activities including heavy lifts, crane operations, confined spaces, hot work, electrical work, and commissioning activities.
- Conduct regular site safety inspections, audits, and corrective action tracking.
- Lead incident investigations, root cause analyses, and corrective / preventive actions.
Environmental Compliance
Ensure compliance with EPA, TCEQ, and local environmental regulations.Manage environmental permits, plans, and reporting including :
Stormwater Pollution Prevention Plans (SWPPP)Spill Prevention, Control, and Countermeasure (SPCC) plansWaste handling and disposal (hazardous and non-hazardous)Oversee refrigerant handling compliance (EPA Section 608) and chemical management.Monitor air quality, noise, dust, and water discharge controls as required.Training & Culture
Conduct site-specific safety orientations for all project personnel and subcontractors.Deliver ongoing safety training, toolbox talks, and environmental awareness sessions.Promote a proactive safety culture emphasizing leading indicators and behavioral safety.Serve as the primary point of contact for safety communication on the project.Subcontractor & Turnkey Oversight
Review and approve subcontractor safety programs and environmental plans.Ensure subcontractor compliance with project safety and environmental requirements.Coordinate EHS requirements across engineering, procurement, construction, and commissioning phases.Participate in constructability and planning reviews to integrate safety into design and execution.Reporting & Coordination
Maintain accurate EHS documentation, logs, permits, and records.Prepare and present weekly and monthly EHS performance reports.Interface with owner representatives, inspectors, AHJs, and regulatory agencies.Support commissioning and turnover with final safety documentation and environmental close-out.Required Qualifications
Bachelor’s degree in Environmental Health & Safety, Occupational Safety, Environmental Engineering, Construction Management, or related field (or equivalent experience).Minimum 7–10 years of EHS experience on large industrial or commercial construction projects.Proven experience supporting turnkey or EPC projects involving mechanical, electrical, and heavy equipment installation.Strong working knowledge of OSHA, EPA, TCEQ, NFPA, and local Texas AHJ requirements.Experience with central utility plants, chiller plants, or large MEP infrastructure preferred.Certifications (Preferred or Required)
OSHA 30-Hour Construction (required)CSP, ASP, CHST, or equivalent safety certification (preferred)First Aid / CPR / AED (required)HAZWOPER (preferred)Key Competencies
