This is a highly professional position responsible for supervision and management of the Facility Programs Section's food safety and sanitation, group care, mobile home park, migrant, and certified environmental health professional programs. Responsible for the supervision of staff including appraisals, planning and directing their work, approving leave, having the authority for hiring, and taking disciplinary action or effectively recommending such actions. Supervises direct reports, including motivating, training, providing guidance, and direction. Develops expectations and meets with staff regularly to discuss performance, complete performance reviews, and disciplinary action, if needed. Maintains vacation and work schedules to ensure proper coverage and completes timesheets. Ensures all staff complete required training and are offered additional training. These services are provided to the Division of Disease Control and Health Protection, county health departments, other state and local agencies, industry, and the general public.
Specific duties and responsibilities of this position include the following : Routinely supervises technical staff in food safety and sanitation, mobile home park, group care, migrant labor, and certified environmental health professional programs, including planning and directing their work, monitoring and evaluating staff activities, conducting performance evaluations, and approving leave. Develops, modifies, and uses performance guidelines and standards used to evaluate and assess county health department performance to ensure consistency and effectiveness of individual environmental health programs with statutory and department requirements. Provides written reports to specific county health departments with recommendations for implementing corrective actions to offer better and more cost-effective measures to protect Florida's environment and public health. Assists the Environmental Administrator with planning and directing multiple statewide environmental health programs, including developing and improving those programs to meet the programs' needs more effectively and efficiently, directing work activities and projects; and administering operating budgets. Periodically develops and recommends legislative budget requests. Updates Matic procedural manuals. Routinely provides interpretations of health and environmental statutes and rules to county health departments, other agencies, professionals, and the public. Regularly reviews, edits, and promulgates technical rules used by county health departments in environmental health program administration throughout the state, and occasionally conducts bill analyses of proposed changes to Florida Statutes. Manages the Environmental Health Professionals Advisory Board. Periodically represents the section at various departmental, professional and civic meetings regarding health and environmental programs and liaisons with other state and local agencies regarding work plan commitments. Performs other duties as assigned.
Required Knowledge, Skills, and Abilities : Knowledgeable of basic public health principles and environmental health program codes and statutes, good verbal and written communication skills, the ability to use personal computer, and the ability to interact well with people.
