Head of Technology Strategy & Governance

They are looking for a Head of Technology Strategy & Governance , a senior leader reporting directly to the CIO. This role plays a pivotal part in shaping the direction of the technology organization and ensuring that our digital investments, operations, and workforce capabilities support long-term business goals. The successful candidate will drive strategic alignment, guide technology planning, and strengthen how IT delivers value across the enterprise.
Role Purpose
This position leads strategic planning, enterprise technology governance, IT operating model development, and performance oversight. The leader in this role will manage governance structures, coordinate technology investment practices, and oversee the Technology PMO. Working collaboratively with business and IT stakeholders, they will improve transparency, enhance resource planning, optimize project execution, and promote a culture of continuous improvement.
Key Responsibilities
Strategic Technology Planning
- Define and maintain a long-range technology vision and roadmap in partnership with business and IT executives.
- Ensure technology programs support organizational objectives and operational priorities.
Governance & Compliance
Develop governance frameworks, standards, and policies to drive consistency and responsible decision-making.Monitor technology performance, risk exposure, and value delivery from technology initiatives.Demand & Capacity Planning
Lead enterprise workforce planning across technology teams to maximize effectiveness and operational throughput.Partner with delivery, engineering, and operations leaders to anticipate staffing needs and inform sourcing and hiring strategies.Use data and analytics to guide workforce decisions and skills development.Portfolio & Investment Oversight
Direct the company’s technology portfolio management processes, including prioritization, budget review, and allocation of resources.Lead the Technology PMO and ensure all projects follow common methodologies, controls, and reporting standards.Provide executive insights on portfolio outcomes, risks, and interdependencies.Establish governance practices that evaluate proposed investments based on strategic relevance, cost, risk, and expected business impact.Technology Financial Management
Strengthen cost transparency and develop analytics that support financial planning, investment justification, benchmarking, and performance measurement.Implement and maintain chargeback / showback models and cost allocation processes that reflect a service-based IT operating model.IT Performance & Metrics
Define KPIs and performance dashboards to evaluate how efficiently the technology organization operates and adheres to governance expectations.Stakeholder Engagement & Communication
Work alongside internal communications teams to ensure that updates on strategy, governance, and performance are effectively shared.Maintain strong engagement with business partners through regular reporting and structured forums.Learning, Skills & Workforce Development
Collaborate with HR and L&D to identify capability gaps and design tailored training paths for technology professionals.Support the development of career frameworks and progression paths within the IT organization.Promote a culture focused on learning, innovation, and knowledge-sharing.Vendor Strategy & Sourcing
Anticipate future procurement needs and manage relationships with key technology suppliers to ensure reliable and strategic partnerships.Knowledge Management
Ensure there are effective processes for capturing and distributing IT knowledge across the organization to drive continuous improvement.Qualifications
Bachelor’s degree in Information Technology, Business, or a related discipline (Master’s degree preferred).At least 10 years of experience in IT strategy, enterprise governance, or similar functions.Background leading PMO operations and overseeing enterprise-wide portfolios.Strong knowledge of governance and operating frameworks (e.g., COBIT, ITIL), enterprise risk concepts, and IT organizational planning.Excellent communication, analytical thinking, and stakeholder management skills.Demonstrated ability to drive transformation and influence senior leadership.Preferred Certifications
