Duties :
You will perform organizational and administrative management of the Branch, including tactical and strategic planning, develop resources and capabilities, formulate budgets, manage funding, and negotiate with sponsors.
You will evaluate the effectiveness and adequacy of the branch mission.
You will provide long range planning in connection with projected changes in program and other external factors.
You will develop and maintain an organization which assures product and process integrity by specifying the requirements and monitoring activity involved.
You will perform supervisory duties such as monitoring and evaluating performance, establishing priorities, adjusting workload, and advising and counseling subordinates.
You will provide overall program / project management.
You will market Department's machinery engineering capabilities to potential sponsors and establish and maintain effective contact with internal and external customers / sponsors at management and technical levels.
You will develop, maintain and monitor program financial plans and risks, as well as reporting requirements for our major customers.
You will represent the Navy's position on technical program matters and speak authoritatively on all aspects of all the assigned programs.
You will review and provide authoritative determinations to all contractor requests for waivers and deviations from specified technical requirements / procedures and conduct the investigation and research necessary to render decision on the requests.
You will develop, implement, and maintain all Code 242 processes to support branch responsibilities.
You will work with customers to identify evolving customer needs relative to the organization's core equities.
You will meet with sponsors to understand and formulate support requirements and communicate to all Departments.
You will conduct workload planning / forecast for assigned programs.
You will advocate the Division's knowledge, facilities, and capabilities for potential application to meet the customer requirements.
You will coordinate all senior level programmatic (e.g., PEO / Program Office) reviews and site visits in conjunction with appropriate technical codes to ensure maximum technical attention and awareness on customer related issues and requirements.

This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
Qualifications :
Your resume must demonstrate at least one year of specialized experience at or equivalent to the ND-04 (GS-12 / 13 equivalent) in the Federal service or equivalent experience in the private or public sector as a professional engineer providing administrative or technical oversight of submarine systems, projects, or programs.
Education :
Applicants must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual : Successful completion of a professional engineering degree. To be acceptable, the program must : (1) lead to a bachelor's degree (or higher) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics : (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position.
