Description
The Associate Vice President (AVP) of Education Campus Security provides strategic leadership, coordination, and oversight of all security operations across Gloucester County’s education system through a shared services agreement among Rowan College of South Jersey (RCSJ), Gloucester County Institute of Technology (GCIT), Gloucester County Special Services School District (GCSSSD), and the County of Gloucester.
This role directs a unified and collaborative security framework to ensure the safety of students, faculty, staff, and visitors across all participating institutions. The AVP develops policies, manages inter-agency coordination, oversees emergency preparedness, and ensures compliance with applicable laws and accreditation standards while aligning services with institutional missions and county priorities.
Examples of Duties
- Develop and administer a comprehensive, countywide campus security strategy aligned with higher education and K-12 safety best practices.
- Serve as the lead authority for shared security services among all participating educational partners.
- Advise executive leadership and boards on security strategy, risk mitigation, and emerging threats.
- Develop and maintain Memoranda of Understanding (MOUs), operating procedures, and service-level agreements (SLAs) among partner organizations
- Oversee daily operations of campus security across participating institutions.
- Standardize processes and procedures across campuses to promote consistency and efficiency.
- Monitor staffing levels, training, performance metrics, and operational readiness.
- Conduct audits, inspections, and risk assessments across campuses.
- Serve as the primary authority for emergency planning, incident management, and disaster preparedness across institutions.
- Develop, maintain, and test emergency management plans in compliance with OSHA, Clery Act, and state regulations.
- Coordinate tabletop and live drills with institutional leaders and external agencies.
- Lead response to critical incidents and coordinate cross-institutional communications during emergencies.
- Ensure compliance with federal, state, and county safety regulations and accreditation requirements.
- Oversee Clery Act compliance and crime reporting standards for applicable institutions.
- Manage incident reviews and corrective action plans.
- Lead safety audits and continuous improvement efforts.
- Act as the principal liaison with Gloucester County, local law enforcement, emergency management agencies, and public safety departments.
- Coordinate joint training exercises and partnerships with police, fire, EMS, and public safety officials.
- Represent education institutions in county-wide emergency response planning initiatives.
- Develop and manage the shared-services security budget.
- Analyze cost efficiencies and recommend resource allocations.
- Oversee procurement, contracts, and vendor relationships related to security operations and technology.
- Lead implementation and management of security systems, including access control, video surveillance, alarm systems, and emergency notification platforms.
- Evaluate and implement technology upgrades that align with system-wide strategy.
- Ensure staff compliance with mandatory training requirements.
- Establish professional development programs and leadership training.
- Promote a culture of compliance, accountability, and service excellence.
- Performs other duties, as assigned.
SUPERVISION
The Security Departments of (RCSJ), (GCIT), (GCSSD), and The County of Gloucester.Minimum Qualifications
Bachelor’s degree in Criminal Justice, Public Administration, Homeland Security, or related field. Master’s degree preferred.Minimum of 8–10 years of progressive leadership experience in campus security, law enforcement, or emergency management.Proven experience managing multi-site or multi-agency operations.Demonstrated understanding of higher education and K-12 campus security requirements.Knowledge of Clery Act, OSHA regulations, Title IX safety provisions, and emergency management frameworks.Strong leadership, organizational, and crisis-management capabilities.Excellent written and oral communication skills.Computer proficiency with Microsoft Office.Ability to act decisively under pressure and uphold confidentiality and professionalism.Ability to work across multiple campuses and county facilities.Must be available to respond to emergencies 24 / 7.Possess the ability to work well and communicate effectively with prospective and current students, staff, faculty, administration, colleagues, and community partnersPREFERRED QUALIFICATIONS
Experience in shared-services or regional public safety models.Certification in emergency management, security administration, or law enforcement leadership (e.g., CPP, CEM, CLEE).Experience working with boards, executive teams, and government entities.If certain conditions exist, this position requires you to have access to personal technological equipment and capabilities to perform your duties.
