Job Information
Open to the general public and any current Municipal employee.
This position is represented by the Anchorage Municipal Employee Association (AMEA) and is subject to the provisions of the current agreement between the Municipality of Anchorage and the Union.

HOURS OF WORK : 4 / 10s; Monday to Thursday / Tuesday to Friday; 6 : 00 am to 4 : 30 pm; Winter season 5 / 8s

Employees who are hired or rehired to any position shall be placed at the entrance pay step, and advancement from the entrance step to the maximum step within a pay grade shall be by successive steps.
Remote work schedule opportunities (telecommuting) may be considered after successful completion of probation, at the discretion of management and with the approval of the department head. Not all positions are eligible for remote work (telecommuting) per P&P 40-40.

Example of Duties
Under general supervision, this position performs para-professional work in the civil and environmental engineering fields in support of Operation & Maintenance Division work units. General duties include : contract management and administration of programs like the "Pavement and Landscape Restoration Program"; Invitation to Bid (ITB) and Request for Proposal (RFP) development, field inspections of work completed by Utility and / or contract personnel; report writing; assists with assuring that Anchorage Municipal Code (AMC), Municipality of Anchorage Standard Specifications (MASS), the Municipality of Anchorage (MOA) National Pollutant Discharge Elimination (NPDES) permit and other regulatory requirements are adhered to; conducting facility and systems inspections; responds to public complaints; inputs and checks data quality in Maximo and Geographical Information System (GIS); modifies and plots drawings using AutoCAD; issues and closes work orders; assists the maintenance program in a liaison capacity with engineering projects for Anchorage Water and Wastewater Utility (AWWU) or by other agencies. This position is expected to work independently with only general guidance. Perform other duties as assigned.
Participate in major emergencies or disasters as outlined in AWWU’s disaster plan matrix, which defines each employee’s potential duties and responsibilities. This may include 12-hour work shifts, which may continue for 72 hours or more starting at any time an event might occur, 7 days a week, 24 hours per day.
Minimum Qualifications / Substitutions / Preferences
High school diploma, GED, or equivalent, and seven (7) years of experience in one or more of the following fields : drafting, surveying, inspection, materials testing, plan review, permitting, computerized mapping, computer assisted design (CAD), traffic signal control, code enforcement, and / or a related field, and at least one (1) year of which must have been at the Engineering Technician III level with the Municipality or the equivalent elsewhere.
OR
Associate’s degree in Engineering, Geomatics, Construction Management, Computer Assisted Design (CAD), or a discipline specific to the department, and five (5) years of experience in one or more of the following fields : drafting, surveying, inspection, materials testing, plan review, permitting, computerized mapping, computer assisted design (CAD), traffic signal control, and / or code enforcement, and at least one (1) year of which must have been at the Engineering Technician III level with the Municipality or the equivalent elsewhere.
OR
Bachelor’s degree in Engineering, Geomatics, Construction Management, or a discipline specific to the department, and three (3) years of experience in one or more of the following fields : drafting, surveying, inspection, materials testing, plan review, permitting, computerized mapping, computer assisted design (CAD), traffic signal control, and / or code enforcement, and at least one (1) year of which must have been at the Engineering Technician III level with the Municipality or the equivalent elsewhere.
OR
Master’s degree in Engineering, Geomatics, Construction Management, or a discipline specific to the department, and at least one (1) year of experience as an Engineering Technician III level with the Municipality or the equivalent elsewhere.
Must possess and / or obtain :
Satisfactory background check which includes criminal, education, and employment history at time of hire.
Valid State of Alaska Driver’s License and satisfactory Driving Record at time of hire.

Military Service Interview Preference
Veterans who wish to be considered for interview preference, as permitted in Municipal Personnel Rules 3.30.031 D, must attach to the application a copy of their DD Form 214, DD Form 256, NGB Form 22, or a letter from the US Department of Veterans Affairs, recognizing the person as a veteran.
