Deputy City Manager / Chief Of Staff

The City of College Park, Maryland, is seeking an exceptional municipal executivean experienced professionalwho excels in all aspects of municipal operations to serve as one of two senior executives reporting directly to the City Manager. This position is a key member of the City's executive leadership team, presenting a significant opportunity to work closely with the City Manager in guiding the organization.

The Deputy City Manager / Chief of Staff plays a vital role in ensuring the efficient operation of city functions and has the ability to make a meaningful impact on the community. This executive-level role requires a proactive, solutions-oriented approach and a strong commitment to public service.

The Deputy City Manager / Chief of Staff will support the City Manager by overseeing daily operations and assisting in the development and implementation of policies and programs that promote the City's growth. Acting as a bridge between staff and executive leadership, the successful candidate will bring strong communication, leadership, and problem-solving skills, effectively blending strategic vision with operational execution to advance the City's mission and goals.

Additionally, the Deputy City Manager / Chief of Staff will assist in preparing and managing the City's annual budget, as well as in developing and overseeing the strategic plan.

The ideal candidate is :

  • Responsive, politically astuteyet nonpartisanleader who collaborates effectively with elected officials, staff, and the community.
  • Understanding of the diverse functions of municipal departments.
  • Communicative and has exceptional interpersonal skills.
  • Guiding department heads with expert advice to enhance overall team efficiency in the absence of the City Manager.
  • Setting key performance indicators to measure and improve team performance.
  • Providing hands-on support to transform ideas into reality and monitor their progress.
  • Acting on behalf of the City Manager to answer inquiries.
  • Steering strategic business initiatives from genesis to fruition.
  • Pinpointing and addressing core issues within business processes.
  • Presenting the City Manager and other senior leaders with detailed company operations analysis.
  • Evaluating risk factors when making critical business decisions.
  • Completing special projects and initiatives with skillful oversight and support.
  • Leading meetings and workshops with meticulous planning and coordination in the absence of the City Manager.
  • Identifying areas of improvement across the organization and making actionable recommendations.

The successful candidate will have :

  • A master's degree in public or business administration.
  • A minimum of 8-10 years of progressively responsible management experience, preferably in local government.
  • A valid driver's license and the ability to drive to various meetings throughout the state.
  • Knowledge of municipal sustainability practices is a plus.
  • This is a full-time, exempt position. The starting salary ranges from $150,000 to $165,000, depending on qualifications. The city offers a generous benefits package, including Maryland State Retirement.
