Job Description :

The Administration for Children's Services (ACS) Office of Information Technology is seeking a Full Stack Developer to support the implementation of two critical initiatives : the DCP "On the Go", Digital Modernization effort, and the PBHU (Psychiatric Behavioral Health Unit) Mental Health Care - Consent Management System project. As the upcoming Business Consulting Services engagement concludes (for DCP "On the Go", Digital Modernization effort), ACS requires a dedicated technical resource to translate the consulting team's findings, user research, and recommendations into an actionable technical strategy and implementation plan. This Full Stack Developer will be responsible for conducting technical feasibility assessments, supporting platform selection for the DCP "On the Go" mobile solution, and designing and implementing the PBHU UiPath and Power Platform based application. The resource will develop mobile and web components as needed, build integrations with existing ACS systems, ensure data accuracy and security, configure secure user access, and provide ongoing technical guidance to ensure both initiatives progress smoothly from discovery to development and operationalization .

Background

ACS will be engaging soon with Business Consulting Services, consisting of a Business Analyst (BA) and Project Management (PM) consulting team under the initiative of DCP "On the Go"- Digital Modernization effort. This team will assess the challenges faced by Child Protective Services (CPS) caseworkers and identify opportunities to streamline digital tools and develop mobile capabilities. The BA / PM team will deliver findings, including user research, journey maps, feature recommendations, and high-level mobile solution concepts.

Once this discovery phase concludes, ACS will require technical expertise to translate these recommendations into an actionable technical implementation strategy, including platform selection, architecture planning, and feasibility analysis.

Simultaneously, ACS's Psychiatry and Behavioral Health Unit (PBHU) is undergoing a modernization effort to digitize the FDC-027 request submission and review process using Power Platform, UiPath, and Power Automate. This initiative requires hands-on technical configuration, solution design, data modeling, integration setup, and implementation support.

A. dedicated Developer is required to ensure both initiatives move from discovery to real-world implementation with the appropriate technical rigor, alignment to ACS standards.

The technical resource will support two major workstreams :

A. DCP "On the Go", Digital Modernization effort Technical Prototyping & Platform Selection The primary focus is to validate technical decisions through active development and testing.

Proof of Concept (PoC) Development :

• Build PoCs for high-risk requirements, specifically focusing on offline data synchronization and complex user authentication mechanisms in a mobile environment.
• Develop small-scale prototypes using candidate platforms (e.g., a simple Native stack component, a React Native component, or a dedicated low-code platform) to assess technical performance, integration difficulty, and user experience.
• Validate the feasibility of integrating with existing ACS back-end systems through test code.
