Position: Construction Compliance Representative
Work Location: F.E. Warren AFB (Cheyenne, WY)

Requirements:
- Must be a US Citizen and pass a federal background check and drug screening.
Key Responsibilities:
- Monitor and investigate construction phases to ensure adherence to timelines, specifications, and shop drawings. Identify issues, propose solutions, and evaluate the necessity for contract modifications.
- Conduct onsite inspections and generate daily site reports via RMS, including observations on progress, work activities, safety concerns, and subcontractor labor.
- Support all stages of the contract modification process, including drafting scopes of work for RFPs, preparing governmental cost estimates, reviewing contractor proposals, and developing contract modification documentation.
- Examine contractor plans and technical submissions for approval, focusing on progress schedules, environmental, safety, and quality control measures, certifications, and shop drawings.
- Draft correspondence related to contractor performance, Requests for Equitable Adjustments (REAs), Requests for Information (RFIs), and other technical matters.
- Prepare partial and final payment estimates, ensuring accurate measurement and calculation of pay item quantities, verifying materials on site, and assessing the completion percentage of lump sum items.
- Track the scheduled progress of all construction activities and communicate any potential delays to the Resident Engineer, COR, and project team.
- Participate in and manage RFI and submittal reviews, coordinating responses with designers, REs, and technical experts.
- Maintain logs and pertinent data to inform project management and decision-making processes.
- Perform additional duties as assigned.
Education and Experience:
- A minimum of a High School Diploma/GED; a degree in a construction-related field is preferred.
- At least 5 years of relevant experience in large, complex multimillion-dollar federal construction projects, particularly with the Department of Defense or USACE is preferred.
- Familiarity with RMS 3.0 is a plus.
- Experience with the three-phase inspection process is required.
- Knowledge of OSHA standards and USACE EM 385-1-1 Safety Manual is preferred.
