I. JOB SUMMARY
Performs complex administrative and supervisory program work. Work involves establishing program goals and objectives; developing program guidelines, policies, procedures, rules, and regulations; developing schedules, priorities, and standards for achieving program goals; evaluating program activities; coordinating program activities; and supervising the work of others. Works under general supervision with moderate latitude for the use of initiative and independent judgment.
II. ESSENTIAL FUNCTIONS
A. Plans, implements, coordinates, monitors, and evaluates programs and services of the substance use program; oversees the preparation of and approves treatment plans; and oversees the development of programs, protocols, and methods.
B. Oversees special investigations and program analyses ensuring compliance with laws, regulations, policies, and procedures; develops and implements effective techniques for evaluating program services and operations; makes recommendations for improvement; and oversees staff conducting analyses to ensure programs are effective.
C. Establishes program goals and objectives; develops and implements program guidelines, procedures, policies, rules, and regulations; and oversees the preparation of program management and productivity reports.
D. Confers with staff on program issues and problems to identify and implement solutions; provides technical assistance in the program area; oversees case management to include the assessment of inmates for clinical and reentry needs; and prepares and oversees the preparation of substance use education and treatment services.
E. Supervises the work of others.
