Plans, organizes, and directs the activities of the Resource Division ensuring that financial, manpower, and personnel programs comply with legal and regulatory requirements and meet customer needs. Develops goals and objectives that integrate organization and command-supported resource activities and objectives.
Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignment in consideration of skills, qualifications, and mission requirements. Develops, modifies, and / or interprets performance standards.
Represents the Operations Directorate and Commander USCENTCOM with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with the Division Chief, Director of Operations (2 Star), Commander USCENTCOM (4 Star), Joint Staff, Services, Congress, OSD, COCOMs, and other government agencies.
Serves as a principal advisor to the Operations Directorate (CCJ3) leadership, including a 2-Star General Officer, on a broad spectrum of resource-dependent plans, programs, and strategic initiatives. Provides expert guidance on human capital management, financial planning and execution, business operations, and organizational performance to ensure alignment with the Directorate's current and long-term goals and objectives.

Position is designated special-sensitive and requires a TOP SECRET (TS) security clearance with eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information,

This position has been designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program.
Illegal drug use by employees in sensitive (special sensitive, critical sensitive, or non-critical sensitive) positions presents a clear threat to the mission of USCENTCOM, national security, and public safety.
Therefore, incumbent is required to : (a) refrain from the use of illegal drugs and misuse of prescription medication, and (b) if requested, submit to urinalysis testing on short notice.
Incumbent must pass initial and may be selected for random drug testing. May be subject to reasonable suspicion testing, safety mishap, or accident testing. The selectee must sign a statement acknowledging the position occupied is identified as a TDP.
This is a Mission Essential position performing a Mission Critical Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs
This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime / contingency operations.
Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available
Incumbent may be required to perform periodic travel (CONUS and OCONUS) in commercial and military aircraft and may be required to travel to the USCENTCOM AOR.
In depth Combatant Command (COCOM) and HQ USCENTCOM AOR knowledge and expertise is critical to the successful completion of the work.
Incumbent must appropriately handle and safeguard sensitive and / or classified information in accordance with regulations
Incumbent may be required to work rotating shifts, weekends, and federal holidays throughout the year.
A one (1) year supervisory probationary period is required if applicant selected has not previously met this requirement
This is a centrally managed position.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE : Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes (1) working with directives, policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to financial management, manpower, personnel, and mission support; (2) working with mission, roles, functions, organizational structures, and operations to provide command-level staff guidance and resource development, management, and integration; (3) working with analytical principles, practices, and techniques required to conduct studies, develop plans, and recommend solutions to improve effectiveness and efficiency in executing immediate, short-, and long-range programs; (4) planning, organizing, and directing functions, and to supervise, mentor, motivate, and appraise staff to achieve program requirements and objectives within available resources.
Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and / or competencies in the following areas : Knowledge of directives, policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to financial management, manpower, personnel, and mission support. Knowledge of the mission, roles, functions, organizational structures, and operations of the Department of Defense, Combatant Commands, and Joint organizations to provide command-level staff guidance and resource development, management, and integration. Knowledge of Department of Defense, Office of the Secretary of Defense, and Joint Staff global force management policies, directives, regulations, and interrelationships to develop and implement policies, programs, procedures, and strategies for force capability employment. Knowledge of analytical principles, practices, and techniques required to conduct studies, develop plans, and recommend solutions to improve effectiveness and efficiency in executing immediate, short-, and long-range programs. Skill in advanced written and verbal communication to effectively engage with senior-level leadership across the Department of Defense, Joint Staff, Office of the Secretary of Defense, and interagency communities, and to represent the organization in global forums. Ability to prepare and deliver presentations such as briefings, training sessions, and consultations; to lead studies or projects; and to negotiate effectively with management on recommendations involving substantial resources and requiring extensive changes to established concepts and procedures. Ability to plan, organize, and direct functions, and to supervise, mentor, motivate, and appraise staff to achieve program requirements and objectives within available resources.
