The San Francisco Bay Conservation and Development Commission (BCDC) is looking for a coastal engineer to help shape the future of the Bay Area's shorelines. This role works on exciting projects that will help define how our region adapts to a changing climate and have a lasting impact on the resilience of the San Francisco Bay. Working under the general direction of the Director of Regulatory, you will provide engineering and design guidance for the region's most transformative work, addressing coastal processes, sea level rise, groundwater rise, shoreline and flood protection projects, safety of Bay and coastal structures, seismic safety, and geotechnical and soil conditions. As the Engineer, Civil for Resilient Shorelines, you will collaborate with a passionate, multidisciplinary team of BCDC staff and managers, permit analysts, landscape architects, scientists and planners, while working closely with community partners, as well as agency and department leaders across the Bay.

Specific duties include :

  • Advises BCDC and its stakeholders on general and coastal engineering aspects of projects (e.g., structures such as shoreline protection, public access improvements, marine oil terminals, seaports, and habitat restoration) to determine whether proposed and permitted projects are consistent with the Commission's laws and policies and industry best practices.
  • Serves as the Secretary to the Commission's Engineering Criteria Review Board (ECRB), which involves preparing for and facilitating ECRB meetings, preparing written meeting materials, and ensuring that ECRB questions and advice are, respectively, answered and delivered to the appropriate parties.
  • Represents BCDC at meetings and public hearings and makes public presentations.
  • Serves as the primary point of contact on general and coastal engineering issues, including but not limited to seismic safety, sea level rise, groundwater rise, safety of in Bay and coastal structures, marine terminal safety, and seismic instrumentation, to other regulatory bodies.
  • Coordinates engineering analyses and assessments with other agencies, project proponents and permit applicants, and stakeholders, as well as prepares written reports, and manages and conducts special engineering studies for BCDC.
  • Analyzes situations with professional judgement to take effective action.
  • Conducts field investigations and field measurements.
  • Provides training to BCDC staff about specific engineering concepts and advises on engineering related issues.
  • Works effectively with others, including staff, permit applicants and stakeholders, in resolving engineering issues and deficiencies of projects; analyzes sea level rise risk and current flood assessments and related studies; reviews structural and geotechnical reports for projects; conducts site visits; and does independent research on relevant general and coastal engineering issues.
  • Communicates effectively verbally and in written format.
  • Other duties as assigned.

Working Conditions

1. Work in a stationary position (such as sitting or standing) in an office for long periods of time using a keyboard and video display terminal.

2. Interact by phone, in person, by mail and email with the general public, public officials, other regulatory agencies, regional / environmental justice / community task forces consisting of advocacy groups and citizens, applicants and client representatives.

3. Make site visits, inspections, and attend internal and external meetings and workshops.

4. Must use sound judgment under stress, effectively communicate information and consult with staff at all levels within and outside the department to complete work assignments.

5. Must be able to complete assigned work accurately and on time, establish cooperative working relationships with staff at all levels within and outside the department and provide recommendations and / or feedback to all levels of staff both within and outside

6. Required to maintain a valid Defensive Drivers training card if operation of a State vehicle is needed to perform work. Occasion assignments may require extended travel and overnight activity.

7. Work within one or more of the staff sections, depending upon the needs and priorities of the agency.

8. Work in a multi-story office building, Monday through Friday 0800- 1700 (normal working hours). Flexible hours and telework may be considered in compliance with the BCDC Telework Policy.

9. BCDC's office is our headquarters in downtown San Francisco. BCDC is a hybrid workplace and offers telework for all employees. Telework is available for this position in accordance with BCDC's Telework Policy and Procedures. This is a hybrid position, and the incumbent will be required to work in the office two days per week.

    The San Francisco Bay Conservation and Development Commission (BCDC) is a State of California government agency located in the City of San Francisco with a mission to protect and enhance San Francisco Bay for this and future generations.

    Through its laws and policies, BCDC protects the Bay and hundreds of miles of shoreline, collaborates with local, regional, state, and federal agencies and communities, prepares the region for sea level rise, and facilitates the implementation of the San Francisco Bay Trail and the San Francisco Bay Area Water Trail.

    Desirable Qualifications In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate :

  • Valid certificate of registration as a civil engineer issued by the California State Board of Registration for Professional Engineers to qualify for Range D.
  • Knowledge and experience in coastal and / or civil or environmental engineering;
  • Possession of a Masters degree in Civil Engineering, Coastal Engineering, or Engineering
  • Geology;
  • Experience related to structures on bays, estuaries, or coastal sites;
  • Experience managing grants and contracts;
  • Demonstrate strong interpersonal skills; and
  • Strong computer skills, and ability to prepare and present presentations on technical topics.
  • Possess a valid certificate of registration as a professional engineer issued by the California Board for Professional Engineers, Land Surveyors, and Geologists is highly recommended.
