[job_card.job_description]Lead the preparation of detailed cost estimates for wet-utility and civil pipeline projects Develop complete takeoffs, quantity measurements, and cost breakdowns for materials, labor, and equipment Attend pre-bid meetings, site walks, and RFQ discussions; gather and document all required technical information Own estimate assumptions, pricing logic, and risk evaluation for each pursuit Collaborate with project managers and construction teams on planning, constructability, and bid execution Review, coordinate, and submit competitive bid packages Provide mentorship and training to junior estimators and support staff Step in to support or temporarily oversee estimating operations as needed Partner cross-functionally with internal teams while maintaining strong client and vendor relationships 10+ years of estimating or project management experience within wet utilities or heavy civil construction Strong ability to interpret civil drawings, water district standards, soils reports, and technical specifications Advanced proficiency in on-screen takeoff tools (Planswift, OST, Bluebeam) and estimating platforms (HCSS, HeavyBid, Sage / Timberline) Excellent communication skills and the ability to present estimate findings to leadership and project teams A humble, team-oriented demeanor aligned with a family-driven, union-supported workplace Leadership qualities that reflect fairness, mentorship, and a collaborative approach—not intimidation

This role is ideal for a detail-driven estimating professional with deep experience in sewer, water, storm drain, and fire line projects who thrives in a collaborative, people-first culture. As the right hand to the Chief Estimator , you will play a key role in shaping bid strategy, mentoring the estimating team, and supporting high-impact civil construction projects across the region.
