divh2Senior Program Manager / h2pQuantech has an immediate opening for a Senior Program Manager supporting the Cryptologic and Cyber Systems Division (AFLCMC / HNC) located at Lackland AFB, TX. HNC provides life cycle management for information assurance and other critical systems. The divisions primary mission is cyberspace support. HNC is responsible for technology development, acquisition, sustainment, and demilitarization of cyber security systems or products that provide mission assurance by ensuring warfighter access to the information systems and its products, while denying adversaries access to the same. The division also provides product support to other critical Air Force, Department of Defense (DoD), and national force protection and intelligence systems required by the nation to mobilize, deploy, support, and sustain operations. AFLCMC / HNC is organized into 10 branches spread across multiple facilities in the San Antonio, TX, metropolitan area. / ppDuties include but are not limited to the following : / pulliThe candidate shall have comprehensive knowledge and understanding of principles, policies and practices of systems acquisition and program management, as well as knowledge of roles and relationships within the DoD and the Air Force to provide strategic and tactical program planning (short-term, mid-term, and long-term plans) in furthering system mission capabilities. / liliThe candidate shall assist the program manager in assessing that program execution remains within schedule and cost baselines, be able to identify program execution risks, be able to recommend viable solutions and alternate courses of action to problems. / liliThe candidate must be able to plan, research, analyze and assess system acquisition in terms of development, production, and deployment of weapons systems and associated equipment and develop plans and recommend innovative and effective strategies in meeting cost, schedule, and performance objectives. / liliThe candidate plans, schedules and facilitates a variety of exchanges and meetings with the program office team, stakeholders, and industry to understand program requirements and emerging commercial technologies which may address warfighter capability gaps. / liliThe candidate shall formulate, recommend, and draft the proper acquisition strategy to include developing the Acquisition Strategy brief and leading the program through the Acquisition Strategy Panel process. / liliThe candidate will support the development and coordination of the associated statutory and regulatory acquisition documentations required to transition through the Milestone A, B and C process. / liliThe candidate will support all Acquisition Strategy reviews, develop supporting documentation, and support the Government in the development and review of draft Request for Proposal (RFP) documents. / liliThe candidate shall support and develop acquisition reports, including statutory and regulatory reports (i.e. DAES, MAR, etc.); support program management reviews, senior level meeting / reviews and IMP / IMS reviews; support and develop various briefings / schedules of program status and acquisition tasks to senior management. / liliThe candidate shall have exposure or experience with Agile Software Development, DoDI 8000.87 (Software Acquisition Pathway) and Scrum methodologies. / liliThe candidate should possess PM support expertise in the majority of the following areas : / liulliAcquisition Decision Memorandum (ADM) Acquisition Plans, Acquisition Strategy Panel (ASP) Briefings, Air Force Review Board (AFRB), Baseline / Acquisition Program Baseline (APB), Business Case Analysis, Clinger-Cohen Act Compliance Documentation, Defense Acquisition Board Planning, Engineering Change Proposals (ECPs), Evaluation Notices, Final Proposal Revision (FPR), Information Support Plan, Integrated Master Plan, Integrated Master Schedule, Justification and Approval (JA), Life Cycle Management Plan (LCMP), MAIS Quarterly / Annual Report to Congress, Market Research Report, Milestone Decision Authority (MDA) Program Certification, Memorandum of Agreement / Understanding (MOA / MOU), Milestone Decision Briefing, Monthly Activity Report (MAR), Operational Security Plan, Nunn-McCurdy Assessment and Certification, Performance Work Statement (PWS), Post-Implementation Review, Program Certification Memorandum (PCM), Program Charter, Program Management Directive (PMD), Program Protection Plan (PPP), Program Status Review Brief, Readiness Brief, Request for Proposal (RFP), Risk Assessment, Risk Management Framework Implementation Plan, Security Concepts of Operations Security Risk Analyses, Security Vulnerability and Countermeasure Analyses, Selected Acquisition Report (SAR), Statement of Work (SOW), Statement of Objectives (SOO), Systems Metric and Reporting System (SMART), System Security Management Plan, Technical Evaluation, Market Research. / li / ul / ulullistrongTSSCI Clearance required. / strong / liliExperience or exposure to JIRA and Confluence tools for program management. / liliPossess experience in identifying acquisition strategy issues and proposing alternative solutions.
