The City of San Marino is seeking an experienced, hands-on, and detail-oriented finance professional with a strong background in governmental accounting and public sector finance who brings innovative problem-solving skills and a collaborative leadership style. Reporting directly to the Director of Finance, the Accounting Manager / Controller will play a key role in overseeing the budget development processes, including long-term financial planning, multi-year forecasting, supporting organizational priorities such as infrastructure investments, service expansion, or sustainability initiatives through sound fiscal planning and forecasting, and enhancing internal controls. The Accounting Manager / Controller will oversee an accounting team of two and collaborate with the Director of Finance to steward the City's $46 million annual operating and capital budget, provide sound financial projections for decision-making, and secure the City of San Maino's fiscal future.

Duties

  • Plan, direct, coordinate, and perform all duties described in General Purpose, including City accounting, internal control, and auditing activities; recommend procedures to conduct activities in accordance with related laws, ordinances, rules, and regulations.
  • Manage the preparation of journal entries, account reconciliations, related schedules, and recommend and implement a system of accounting controls.
  • Provide assistance to the Finance Director, other City personnel, and the public regarding Finance Department related issues.
  • Develop and implement department goals, objectives and priorities; recommend and administer policies and procedures.
  • Manage the preparation of general ledgers, account reconciliations, related schedules and reports; prepare or direct the preparation of supporting schedules for the department and City budgets.
  • Manage data for budget preparation; makes adjustments to the budget as needed; determine if funds are available and expenditures are properly classified; research and analyze transactions to resolve budget problems; manage month-end and year-end closing processes; prepare monthly financial statements; and oversee various audits conducted by external auditors.
  • Maintain chart of accounts and general ledgers; provide liaison to City departments regarding the status of accounts and related matters; review expenditures and encumbrances for accuracy and conformance to budget.
  • Assist City staff in debt issuance; participate in feasibility studies; manage grant programs, including submittal of drawdown requests; participate with other departments and staff in billing various grants.
  • Provide staff assistance to the Finance Director, and supervision and training for subordinate staff.

Qualifications

KNOWLEDGE, SKILLS AND DEMANDS

Knowledge of :

  • Methods and techniques of municipal accounting and auditing including governmental accounting, cost accounting, grant accounting, budgeting, procedures related to preparation and maintenance of accounts payable and receivable, payroll, and the general ledger
  • Appropriate laws regulating the financial administration of municipal government, public finance, and fiscal operations; applicable federal, state and local laws, ordinances and regulations pertaining to accounting, auditing, and payroll including reporting requirements.
  • City organization and functions of the various departments;
  • Principals of organizational, public administration and management practices as applied to the analysis, evaluation, development, and implementation of programs, policies, and procedures in service areas managed; administrative principles and methods, including goal setting, program development and pertinent federal, state, and local laws, codes, and regulations.
  • Principles and practices of research techniques, sources and availability of information, and methods of report presentation; applicable legal guidelines and standards affecting the administration of a municipal government.
  • Principles and practices of contract administration and evaluation; risk management requirements.
  • Social, political and environmental issues influencing program administration.
  • Correct English usage, spelling, grammar, and punctuation; business letter writing and other document preparation; office methods, procedures and equipment and basic mathematics.
  • Supervisory principles and methods, including goal setting, training, teamwork, and problem solving as well as financial data software.
  • Skills / Abilities

  • EDUCATION AND EXPERIENCE

    Education

  • Equivalent to a Bachelor's degree from an accredited college or university with major course work in accounting, finance or business administration, or a closely related field.
  • Experience

  • Five years of increasingly responsible experience in accounting, financial management budgeting, or auditing work, including two years of experience in a supervisory or lead capacity.
  • Licenses / Certificates

  • Possession of a valid California Class C driver's license with a satisfactory driving record.

    Work Environment :

    Employee generally works 100% indoors. While performing the duties of this job indoors, the work environment is generally in a temperature-controlled office. Noise level in the work environment is usually moderate but the employee may occasionally be exposed to loud talking and interruptions from telephones, office equipment and / or members of the public and emergency vehicle sirens

    RETIREMENT - PERS

    CalPERS Tier 2 (Classic members hired after July 1, 2012) 2% @ 60; and new hires (those who join CalPERS on or after January 1, 2013) PEPRA membership 2% @ 62. The city does not participate in Social Security.

    VACATION AND SICK LEAVE

    Vacation leave accrual is incremental ranging from 9.5 to 17 hours per month depending on years of service. Sick leave accrual up to 10 hours per month and employees may cash out balances in excess of 160 hours at the rate of .50 on the dollar based on their hourly rate of pay.

    ADMINISTRATIVE LEAVE

    Employees may accrue up to 80 hours of administrate leave annually.

    HEALTH COVERAGE

    Medical provided through CalPERS which offers a selection of plans, Delta Dental (HMO or DPO), VSP vision, and other ancillary benefits. City monthly contributions up to $1,378.08 (employee only), up to $2,692.38 (employee + 1 dependent), and up to $3,517.33 (employee + 2 or more dependents).

    LIFE, SHORT-TERM AND LONG-TERM DISABILITY INSURANCE

    The City provides a $50,000 basic life insurance plan and short-term and long-term disability coverage.

    457b TAX-DEFERRED COMPENSATION

    Eligible for a dollar-for-dollar matching contribution to the City-sponsored deferred compensation program, up to a maximum City contribution of two hundred dollars ($200.00) per month.

    SUPPLEMENTAL INSURANCE PROGRAMS

    The City provides access to supplemental insurance programs currently administered through American Fidelity.

    EMPLOYEE ASSISTANCE PROGRAM

    EAP services designed to help manage life's challenges are available through Holman Professionally Group.

    HOLIDAYS

    12 holidays per calendar year plus 1 floating holiday per calendar year.

    BEREAVEMENT LEAVE

    Up to 5 days for qualifying family members.

    TUITION REIMBURSEMENT

    Maximum annual reimbursement is $2,500 per employee subject to available funds and the number of employees submitting for reimbursement.

    LONGEVITY PAY

    After 10 Yrs of Service, receives an additional 2% base salary. After 15 Yrs of Service, receives an additional 4% base salary. After 20 Yrs of Service, receives an additional 6% base salary.

    BILINGUAL PAY

    Additional $100 per month for conversational verbal fluency in Cantonese, Taiwanese, Mandarin, and / or Spanish, subject to City Manager approval.

    EDUCATION INCENTIVE PAY

    Additional $200 per month for a bachelor's degree or $400 per month for a master's degree (or CPA license) from an accredited university in a related field that is not required by the classification.

    EDUCATION INCENTIVE PAY

    Eligible after a minimum of 5 years of full-time employment with the City, shall be provided the following retiree medical contributions based on years of service with the City : 5-10 Yrs- $400 per month 11-20 Yrs- $600 per month 21 + Yrs- $800 per month.

    TECHNOLOGY LOAN PROGRAM

    Up to $2,400. (subject to available funds).
