About the Work Unit

The mission of the Colorado Division of Fire Prevention and Control (DFPC) is to serve and safeguard the people and protect the property resources environment and quality of life in Colorado. DFPCs vision is to be the Nations premier state fire organization by acting with foresight providing bold leadership enhancing our partnerships and exemplifying the highest level of professionalism in fire prevention and protection while building a safe and supportive work environment for our employees.

The Division achieves this mission and vision through its four (4) Sections : Center of Excellence Fire and Life Safety Professional Qualifications and Training and Wildland Fire Management. Each of the four sections serve Colorados fire community in a different capacity - from training firefighters to technological advancements in public safety responding to and managing wildfires to building code enforcement DFPC is dedicated to serving and safeguarding the people of Colorado while protecting property resources environment and quality of life.

The Colorado Division of Fire Prevention and Control has long had code enforcement responsibilities over gaming establishments hotel and motel occupancies fire suppression systems and waste tire schools. With the passage of BB09-1151 DFPC assumed primary responsibility for fire and building code enforcement in public schools and junior colleges throughout the State effective January 1 2010. With the subsequent passage of HB12-1268 DFPC also assumed from the Colorado Department of Public Health and Environment primary responsibility for enforcing the Life Safety Code in healthcare schools statewide effective July 1 2013.

The primary purpose of the work unit is to ensure that all of the buildings that are included in the jurisdiction of the Colorado Division of Fire Prevention & Control (DFPC) are constructed and / or maintained in accordance with the requirements of state statutes regulations and adopted codes. To accomplish this purpose the work unit receives and processes building permit submittal documents and performs plan reviews and inspections in accordance with currently adopted codes (International Building Code International Fire Code International Mechanical Code International Energy Conservation Code International Existing Building Code and International Residential Code) and referenced standards as applicable.

Professional Development Unit :

Augment the generic training and third-party certifications currently used to certify local governmental entities inspection and plans examiner professionals and private third-party inspection professionals with state-supported training and education relevant to the inspection of and plan review for facilities overseen by the Division; Perform random inspections (validation surveys) of facilities and construction projects after inspections performed by state-certified governmental entities inspection professionals and private third-party inspection professionals. A certain percentage of local inspections are chosen for validation. The intent is to compare the deficiencies identified during inspections by both the local and state inspectors to identify discrepancies. These discrepancies are relayed to the local inspection agency for remedial action; Perform frequent coordinated inspections with local governmental entities inspection professionals and private third-party inspection professionals. This is especially important with new inspectors in smaller jurisdictions where the inspections will serve as a mentorship opportunity; Conduct a random peer review of construction documents submitted to local governmental entities plans examiner professionals for permitting purposes. The process is very similar to the validation survey process noted above. Included in these peer reviews will be mentoring and training opportunities which have previously been unavailable to many of these jurisdictions. Respond to and investigate complaints primarily for the Suppression program.

The Wildfire Resiliency Code Training and Support Team conducts training and direct support to local government agencies related to the adoption implementation and enforcement of the Colorado Wildfire Resiliency Code.

The work of this Unit is primarily educational. Only in extreme cases of negligence fraud or gross incompetence would the Division consider any remedial or disciplinary action. This educational approach is crucial to obtaining buy-in from the professionals at our delegated local governmental entities including inspection and plans examiners as well as private third-party inspection professionals without whom these programs could not succeed.

About the Job

The primary purpose of this position is to develop and deliver training and direct technical support to improve the capacity and capabilities of local governments to adopt and enforce the Colorado Wildfire Resiliency Code. The incumbent in this position provides education training and technical support to local government bodies to help them understand the Code and establish the necessary mechanisms and means for local Code adoption and enforcement.

This position operates in three phases : Phase I will identify training topics frequency and formats as well as geographic and technical areas to prioritize program resources. This information will also be used to assist local government officials in determining the type and level of assistance they require within the scope of service provided during Phase II Training and Direct Technical Support. Phase I will be completed by April 1 2026.

Phase II begins upon completion of Phase I but no later than April 1 2026. The incumbent in collaboration with the second member of the Wildfire Resiliency Code Training and Support Team develops and implements a training and direct technical support plan. As a member of the team the incumbent will facilitate both in-person and virtual training sessions for individuals and groups aiding local governments in adopting and enforcing the Colorado Wildfire Resiliency Code.

The training covers critical information for a local government to create or improve their Code adoption and enforcement procedures including but not limited to :

Methods for adopting the Code

Setting and establishing fees

Establishing and training a plan review and inspections workforce

Creating or improving a plan review intake system

Creating or improving a permit issuance program

Establishing or improving an inspection program

Creating close-out documents and the related processes

Training participants may include but are not limited to building code officials fire department personnel code enforcement officers local or state government leaders engineers planners plan reviewers inspectors (public or private) hazard mitigation professionals and other building department or third-party code professionals as appropriate.

To maximize the reach and effect of the program the incumbent will coordinate with federal state and local partners including for example local wildland fire management authorities the Wildfire Resiliency Code Board (WRCB) Colorado State Forest Service (CSFS) Colorado Division of Homeland Security and Emergency Management (DHSEM) the Colorado Governors Office Fire Adapted Colorado (FACO) Colorado REALTORS and Wildfire Partners.

The incumbent collects data on the teams activities training and direct technical support throughout Phase II.

Phase III Evaluating and Monitoring will commence on October 1 2027 and will run concurrently with Phase II thereafter. At interim checkpoints the team will solicit feedback from training program participants and their employers to assess participant engagement refine training topics and make adjustments to the program.

This position requires a high level of knowledge and experience in the professional field of building fire and wildfire resiliency code enforcement and implementation. This includes but is not limited to code enforcement inspections and wildfire mitigation practices. This position assists in designing strategies systems processes and guidelines that directly impact the work units ongoing operations. Responsibilities may also include project documentation monitoring and reporting of project status tracking accomplishments against operational requirements resolving issues and change initiatives risk analysis and delivering results. This position assists with planning and resolving logistical and inter-agency needs.

  • The position interacts with building code officials fire department personnel code enforcement officers local or state government leaders engineers planners plan reviewers inspectors (public or private) hazard mitigation professionals and other building department or third-party code professionals to determine stakeholder training needs communicate training strategies and plans and deliver the necessary training and technical assistance.

  • Collect Organize Analyze and Disseminate Data

    This position is responsible for identifying topics frequency and formats geographical and technical areas to prioritize for the effective use of program resources. This can be accomplished through a variety of information-gathering methods including but not limited to surveys in-person and virtual townhalls and attendance at meetings of local government fire department and building department officials and other methods as appropriate. This position is also responsible for collecting and analyzing process and training data to determine the success of the program and producing written reports on its effectiveness.

    Exercises fully developed professional judgment in reviewing data to make decisions regarding training and technical assistance to customers and establishes training topics and calendars within the overall program schedule.

    Minimum Qualifications Substitutions Conditions of Employment & Appeal Rights

    MINIMUM QUALIFICATIONS

  • Five (5) years of professional experience in building or fire code enforcement or fire service and preferably previous experience providing technical assistance and training to local officials.
  • OR

  • Bachelors or Advanced degree from an accredited institution in any field.
  • One (1) year of professional experience in building or fire code enforcement or fire service and preferably previous experience providing technical assistance and training to local officials.
  • REQUIRED COMPETENCIES

  • Recognized expertise in the Building or Fire Code Enforcement profession including participation in professional associations code development processes or Instructional roles.
  • Experience providing technical assistance and training to local code officials fire departments or building professionals.
  • Working knowledge of the Colorado Wildfire Resiliency Code and its relationship to WUI construction and community planning.
  • Proven ability to interpret and apply codes in a consistent and technically accurate manner.
  • Experience in the local jurisdictional code adoption process - municipal county or special district.
  • CONDITIONS OF EMPLOYMENT

  • Must be Colorado resident at the time of application.
  • In-state travel will be required 60% of the time to travel to fire departments and districts across the entire state of Colorado.
  • This position will operate a state vehicle.
  • Current valid drivers license at time of hire and must obtain a Colorado-issued drivers license within 6 months of hire.
  • Requires successful completion of a background investigation that includes a polygraph exam a fingerprint based criminal history search and drug test.
