Position Overview
The Client is seeking an experienced Systems Software Programmer - Advanced to support the Application Development team. This position is critical to the ongoing migration of applications and data from the former DHEC infrastructure to DES-managed systems.
The selected consultant will play a key role in designing, developing, maintaining, and supporting enterprise applications related to water quality monitoring, safety, licensing, and regulatory compliance . These applications are mission-critical to the Bureau of Water and have dependencies across invoicing, reporting, and file management systems.
Key Responsibilities
- Design, develop, modify, maintain, and support enterprise software applications supporting Bureau of Water programs
- Perform independent analysis and implementation of application enhancements and system upgrades
- Build, optimize, and maintain complex SQL queries, stored procedures, and database objects
- Support and maintain Water Quality and Safety Information Systems used for monitoring, trending, and licensing
- Troubleshoot, debug, and resolve application and data issues across development and production environments
- Participate in application and data migration efforts, identifying data flows, system dependencies, and technical risks
- Collaborate with business users, analysts, vendors, and technical teams to gather and refine requirements
- Address service / help desk tickets by working directly with end users to resolve technical issues
- Develop and execute manual and automated test cases to ensure application stability and accuracy
- Ensure compliance with Office of Technology (OT) security standards and best practices
- Prepare and maintain system, technical, and disaster recovery documentation
- Participate in code reviews and mentor junior developers as needed
- Support federal and inter-agency data transmittals and integrations
- Assist with estimating development effort and supporting project planning activities
Required Skills and Experience
Bachelor's degree in Computer Science, Computer Engineering, or a related fieldRelevant professional experience may substitute for the degree on a year-for-year basis
Minimum 8 years of experience working on government IT projects as a software developer, software engineer, or related roleMinimum 8 years of hands-on experience building and optimizing SQL statements and stored proceduresMinimum 3 years of experience supporting Water Quality or Water Safety Information Systems , preferably in a government environmentStrong working knowledge of :ASP.NET
