Air Reserve Technician Officer Position
The primary purpose of this position is : as an Air Reserve Technician (ART) officer, to serve as the ISR Flight Commander in AFRC Squadrons. The incumbent has responsibility for all ISR operational training and operational matters for the unit.
Duties :
- Provides expertise on Intelligence, Surveillance, and Reconnaissance (ISR) operations, HUMINT, SIGINT, GEOINT / MASINT, Acquisition Intelligence, Targeting, All-Source / Fusion Analysis, and intelligence products for execution of ISR tasking, collection, processing, analysis and dissemination.
- Organizes, plans, and oversees the activities of the Group's operations and training programs.
- Serves as an AFRC ISR expert, interfacing with AFRC and AF ISR Operations Centers, to maintain command / control / oversight and tasking of Air Force Reserve Forces within the ISR Squadron as well as Regular Air Force (RegAF) ISR units, missions, and operations.
- Manages the Flight operations and training, apportioning and scheduling programs for ISR members.
- Manages ISR training and readiness for the ISR Flight.
Requirements :
This is an Air Reserve Technician (ART) Officer position located at 64 INTELLIGENCE SQ with the military rank of Lt Col, AFSC : 014N3. This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS / GG grade based on the selectee's qualifications in relation to the job.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Experience required : Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include : knowledge of the direction and management of the ISR or ISS Squadron, supporting the ISR Group responsible for up to ten Intelligence Squadrons conducting highly technical, multi-disciplined ISR operations and training (to include HUMINT, SIGINT, GEOINT / MASINT, All-Source / Fusion Analysis, DCGS, Acquisition Intelligence, and Targeting) supporting the U.S. Air Force, DoD, and National level Agencies in the areas of foreign intelligence, foreign counterintelligence, counterterrorism, anti-terrorism, combat operations, and peacekeeping / peace building operations worldwide.
Knowledge, Skills and Abilities (KSAs) : Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and / or competencies in the following areas :
Must be fully qualified and experienced intelligence officer preferably having operational experience in at least two of the below intelligence disciplines / operations : HUMINT, GEOINT / MASINT, SIGINT, All-Source Analysis / Fusion Analysis, DCGS, Targeting, Acquisition Intelligence, collection management, analytical production management, and dissemination.Experience desired in ISR operations, and TCPED of national, Global Hawk, U2 and Predator / Reaper Platforms, as one of the two ISR operational areas.Senior level knowledge of world-wide ISR operational requirements and associated processes to support Combatant Commands and Theater Air Force Component Commands and understanding of ISR concepts, capabilities, and operations.Knowledge must also include laws, regulations, policies, and precedents which affect Flight ISR operational programs and related support resources.Knowledge of and ability to formulate operational and training plans and policies pertaining to ISR operations and training and unit operational and training activities.Ability to integrate Air Force Reserves into ISR operations and maintenance missions to include training while ensuring command / control oversight and tasking authorities are properly executed.Knowledge of advanced management and organizational principles and practices and major issues, program goals, missions, functions, administrative operations of the ISR Group, 10 AF, and HQ AFRC.Ability to plan and organize workload and activities, manage multiple taskings, and communicate effectively both orally and in writing.Knowledge and understanding of a comprehensive range of staff concepts, objectives, policies, management / organizational techniques, and military command.Knowledge of operational and training programs throughout the group in order to conduct studies, analyze findings, and make recommendations on substantive operating programs.Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for top management use and decision-making (to include civilian and military).This is an Air Reserve Technician (ART) position; individuals selected for this an ART position must meet and maintain ART requirement. Applicants for ART position must currently be a member of the Air Force Reserve or willing and eligible to join the Air Force Reserves.
Conditions of Employment Continued : This is an Air Reserve Technician (ART) Officer position. The incumbent is required to meet and maintain Air Force Reserve requirements. The incumbent's regular assignments are ART duties; however, the incumbent may be assigned some non-ART duties, generally not to exceed 30 percent of total responsibilities. Work schedule will be aligned to allow incumbent to fully participate in unit training assemblies (UTA).
