Responsible for analyzing Denton Municipal Electric (DME) operations, financial data, customer needs, and regulatory compliance to improve efficiency, cost recovery and performance.

DUTIES
- Drive DME's business planning process by completing research, analyses, and compliance reviews on department processes, procedures and revenue / expenditures. Collaborate with internal and external stakeholders to establish and update business plans for DME's inter-related operations and initiatives; provide case analysis and recommendations regarding which initiatives to pursue and the appropriate business plan to leadership, Public Utilities Board, and City Council regarding department's immediate and long-range plans.
- Manage and perform cost-of-service analyses and rate design; analyze retail rate options and provide support for rate case adjustments.
- Assist in energy cost adjustment and transmission cost recovery maintenance and forecasting.
- Assist in capital budget preparation and data collection; confirm assets are recorded under the proper Federal Energy Regulatory Commission (FERC) accounts.
- Oversee a variety of projects including feasibility studies and gap analysis, as directed.
- Analyze DME expenses to identify cost saving opportunities and inefficiencies.
- Conduct electric market research and analyze retail trends to support future business decisions and planning; assist in the development of the DME strategic plan.
- Assist with financial proformas preparation and financial forecasting to support strategic planning.
- Evaluate and manage DME rates and pricing structures through data analysis, financial modeling, and regulatory compliance.
- Identify and assess risk in proposed agreements or contract negotiations; notify leadership of concerns.
- Participate in the examination, analysis, and development of innovative business models to assist DME achieve sustainable goals.
- Analyze data and collating information; write plans and reports for developing, implementing and monitoring energy demand reduction strategies.
- Develop guidelines, procedures and templates for financial review and reporting, as necessary.
- Coordinate, manage and aid on a variety of project activities to ensure the project is completed on time; establish project goals, assign tasks, and manage cross-functional teams to ensure desired results are achieved.
- Develop proposals for professional services as needed; evaluate bids and recommend contract awards.
- Stay abreast of new concepts and innovations on strategic planning, process improvement, and benchmarking.
- Prepare financial reports, financial analysis, data analysis, graphical data, memorandums, agenda information sheets, informal reports, scope of work, as requested; maintain documentation of findings and prepare illustrative materials for findings presentation.
- Represent DME Business Services and facilitate meetings and presentations to diverse audiences including, but not limited to, senior management, the Public Utilities Board, and the City Council.

Job Requirements
EDUCATION, EXPERIENCE, AND LICENSES / CERTIFICATIONS
Bachelor's Degree from an accredited college or university in Public Administration, Business Administration, or related field; and,Two (2) years' experience in financial analysis, budgeting, rate design, revenue analysis, or related field; and,Two (2) years' experience in electric utilities, general government, or related field,OR
