Location

The City and County of Denver utilizes a hybrid model workplace that balances the responsibilities of public service with the benefits of a flexible work environment. Employees work where needed, at a city site and / or in the community several days a week. In this position you can expect to work on-site and other locations, at least three days a week, officed at the Wellington Webb Building, located at 201 W Colfax Ave. Denver, CO 80202. There may be some evening and weekend work in this position due to the nature of community engagement and meetings.

The DOTI Transportation Implementation (TI) Division is seeking a Project Manager Engineering Senior with experience in delivering transportation infrastructure to lead and support the wide range of mobility and safety work that is included in the Vibrant Bond program of projects. In this role, you will have the ability to make a direct impact in bettering our city by implementing safe and equitable transportation mobility improvements that benefit all residents and the traveling public.

The TI Division is made up of design and construction project management and support staff. Our projects originate from various sources including the Elevate, RISE and Vibrant Bond programs, Denver Moves Bicycles master plan, Vision Zero Road Safety Audits, Denver Moves Pedestrians master plan, and other planning level efforts. We work with other City departments, design consultants, community stakeholders, utility agencies and others to implement projects.

Examples of work delivered through this Division include :

Active transportation & mobility projects (e.g., bicycle facilities, pedestrian facilities, ITS & signals, transit infrastructure, sidewalks, etc.)

Transportation safety projects (e.g., Vision Zero, Neighborhood Transportation Management Plans (NTMP), Safe Routes to School (SRTS), etc.)

Large, complex transportation projects (e.g., 56th Avenue Design-Build, Morrison Rd Reconstruction, etc.)

Ongoing citywide deferred maintenance projects

We are hiring for a full-time, term-limited Vibrant Denver Bond Senior Project Manager. The Senior Project Manager position will reside within the Transportation Implementation team and will also be matrixed into the Vibrant Bond Program Office.

As a Senior Project Manager, you can expect to :

Lead the planning, design and construction management of Vibrant transportation portfolio projects and their responsibilities will include project leadership, cross-organizational collaboration, and project budget management.

Work with staff across DOTI and other agencies in a collaborative team environment, implementing projects that advance safety and equity for all users. The TI division places a high value on flexibility, proactivity, and collaboration in our work. And this position will benefit from the TI division’s emphasis on mentorship, professional development, and career growth support. The position will be responsible for the following types of tasks :

Create, analyze, and maintain project schedules and budgets in association with defined scopes of work to create cash flow analyses for optimizing the timing of project delivery. Identify and implement innovations to improve project and team performance and efficiency.

Facilitate the procurement and management of design teams, oversee bidding and manage contractors to implement work. Manage potentially high-profile projects with unique budget, schedule and political considerations.

Interact with utility companies, City agencies / departments, and other governmental agencies to obtain necessary permits and clearances and to ensure regulatory compliance.

Understand and manage the contractual obligations of all parties involved in the agreements for contracts that support the delivery of professional and construction services. Understand alternatives in contracting, procurement, and project delivery methods, as well as have the skill / experience to lead projects under these alternate deliver methods.

Work with Transportation Implementation and Vibrant leadership on project reporting and controls..

Foster collaborative working partnerships with city, regional, state, and federal agencies, community groups, industry organizations and the non-profit and private sectors to advance projects. Coordinating with the transportation community using effective communication and strong business relationship building skills

Occasional after-hours work for community meetings, special events support, and field observations may be required depending on project needs.

What You’ll Bring

Our ideal candidate has some or all the following experience, skills, and characteristics :

Five (5) or more years of professional project management experience in transportation / governmental work as an owner's representative, construction project manager or as a design project manager.

Experience communicating amenably with project teams in a challenging and diverse environment.

A passion for mentoring peers through positive interpersonal interactions.

A comprehensive understanding of federal, state, and City agency policies, standards, and systems.

Ability to follow strict and ethical policies and procedures that guide municipal project delivery work.

Experience and a comfort level with matrix management

Required Minimum Qualifications

Education requirement : Bachelor's Degree in Project Management, Engineering, Architecture, Landscape Architecture or a related field.

Experience Requirement : Three (3) years of professional project management experience in the related occupational group including planning, managing, and scheduling projects and preparing and reviewing contract documents.

Education / Experience Equivalency : One (1) year of the appropriate type and level of experience may be substituted for each required year of post-high school education.

Additional appropriate education may be substituted for the minimum experience requirements.

License / Certifications : Requires a valid Driver's License at the time of application.

Licenses and certifications must be kept current as a condition of employment.
