Job Title : Programmer Developer

You Must Have :

• Minimum Education 3 years pf experience and / or bachelor's degree in computer science, IT, Information Systems, Engineering, Business, or other related scientific or technical discipline in fields of study that are directly related to the labor category functional responsibilities.

Clearance Requirements :

Essential Job Functions and Responsibilities : Develops, modifies, and codes software systems programming applications. Maintains and enhances software systems by fixing complicated errors. Familiar with the principles and practices of existing software systems development. Develop software and database specifications and requirements. Contribute to the definition, analysis, design, development and testing of software. Support application programming involving database access including SQL Server, Oracle, Python etc. or knowledge or real-time application development. Supervise and provide technical leadership and mentoring in a number of software development techniques and skills. Interface with customers to identify software and database requirements. Prior EPA experience a plus.

Task 1 : Monthly Status Reports. Contractor prepares and submits monthly progress reports to the EPA COR, detailing completed work, ongoing and delayed activities, issues and resolutions, and upcoming tasks.

Task 2 : Database Add-ons / Desktop Application Development. Contractor designs and implements a front-end desktop application connected to the EPA database of record (without altering core data structures). Includes developing new tables (if needed), entity fields, and filters / search tools, coordinating with Region 8. Tasks deliverables include :

Task 3 : Technical Support, Debugging, and Enhancements. Provide ongoing technical support to correct software issues / develop system enhancements. Work with EPA COR and users to implement updates, maintain documentation, and ensure application stability and usability.

Task 4 : Quality Control and Quality Assurance (QAPP). Develop and maintain a Quality Control Program and Quality Assurance Project Plan (QAPP) per EPA guidance. The QAPP governs QA for data use, software development, and application enhancements. Annual reviews are required for projects exceeding one year. Deliverables include :
