This role requires an ability to think independently, strategically and tactically to drive transformation, efficiency, and compliance in the area of Earned Value Management and Program Controls. This role is designed to design and implement core program control procedures and tools that will enhance the program offices ability to analyze data and ensure high fidelity deliverables to both internal and external customers. This role may be deployed to ensure robust and compliant baselines for new programs and to instill best practice on challenging programs. This role will lead the Program Controls Council, with the purpose of establishing a best of class implementation of earned value and program controls across the portfolio of programs. / ppDuties / Responsibilities : / pulliCreating and instilling clearly defined procedures and artifacts that fully adhere to the 32 EVMS guidelines. / liliEnsuring fully compliant and robust baselining of new programs that include : / liulliProper scope decomposition / liliStrategic and compliant IMS / liliProper earned value techniques / liliProperly budgeted PMB and MR / liliCompliant non-labor classification / li / ulliEnsuring best practice in execution of Earned Value Management, including : / liulliFully compliant BCR process / liliRobust and consistent methods for DECM validation and compliance / liliInstilling proper QBD process and methodology / liliEstablishing robust analytical tools, metrics, and processes to inform strategic decision making by the program team / liliCompliant risk management / liliInstilling standard and consistent program logs (corrective actions, CBB, estimated actuals, etc) / liliFully compliant VAR process / liliFully compliant CDRL submissions / li / ulliLeading the Program Controls Council / liliCross-functional collaboration to continue the cultural instilment of best of class program execution / liliMentorship and guidance to PFAs, PMs, and CAMs for solving complex problems / liliConsultation to the Director of Program Finance / liliLeadership and guidance for internal and external audit / li / ulpSkills / Abilities : / ppRequired Qualifications : / pulliExperience leading teams in Earned Value Management, internal and external reporting requirements. / liliExperience with program level financial management, program controls, budgeting, forecasts, and monthly performance reporting / liliDetail-oriented with the ability to ensure tasks are completed on time and accurately / liliExcellent analytical and problem-solving ability / liliProficient with Microsoft Excel / liliUnderstands continuous improvement and supports the business as required / liliExperience working with many levels in an organization, and is comfortable independently leading very complex financial and program controls projects / liliExperience with Deltek solutions / liliHas a strong working knowledge industry regulations (FAR / DFARS) / liliAbility to balance priorities in a dynamic, matrixed environment / liliSelf-starter that is capable of working independently and in a team environment / li / ulpPreferred Qualifications : / pulliPrior use or experience with COBRA, Open Plan, PM Compass Acumen Risk / li / ulpEducation : / pulliBachelors degree in Accounting or Finance required; MBA preferred / li / ulpExperience : / pulli10 years of experience in the Aerospace and Defense industry / li / ulpImmediate need to contribute to continuous improvement of program controls processes, tools, job-aids, procedures, and data integrity practices to remain compliant to all DCMA 32 earned value guidelines. Our salary ranges are determined by role, level, and location. The range displayed on each job posting reflects the minimum and maximum target salaries for the position across all US locations. Within the range, individual pay is determined by work location and additional factors, including job-related skills, experience, and relevant education or training. Union ranges will be in compliance with the collective bargaining agreements approved rates by location and role.
