Description of Job

Provide fiscal oversight and reporting to the Budget Office CDOC Clinical Management Behavioral Health Administrators and the Health Services Administrators (HSAs) of facilities. Position reviews and directs expenditures in accordance with procurement personnel and fiscal rules. Work leader partially accountable for the work product of others including timelines correctness and soundness. Plays a key role in supporting clinical program management including fiscal monitoring of contracts and grants pharmacy appropriations oversight and financial analysis related to healthcare utilization trends.

Job Duties :

  • Work leads one or more Administrator III (Business Manager) positions to include; guidance monitoring progress and workflow checking the product and establishing work standards;
  • Provide training to staff in assigned business office to include the training of new staff;
  • Provide input into supervisory decisions made at the higher levels; provide input into performance evaluations reviews and other performance management actions;
  • Provides advanced fiscal and analytical support for Clinical Services. This role requires a strong understanding of clinical operations medical service delivery healthcare contract management and the fiscal requirements associated with clinical programming.
  • Analyzes requisitions for Clinical Services contracts the Clinical third party administrator and Pharmacy to determine appropriate coding and procurement method interpreting and applying fiscal rules to avoid violations;
  • Provides review and approval of stock and purchase requisitions for contracts Clinical third party administrator and pharmacy appropriations;
  • Provides reporting services to management staff on a monthly quarterly and annual basis for Clinical Services contracts the Clinical third party administrator and Pharmacy appropriations;
  • Develops and provides ad hoc reports as requested utilizing database systems;
  • Provide fiscal monitoring of Clinical Services contracts the Clinical third party administrator and Pharmacy appropriations projecting expenditures balancing and making appropriate adjustments monthly;
  • Provides customer service to vendors and internal stakeholders;
  • Conducts research on invoice payments and compiles historical data to answer inquiries;
  • Other duties as assigned.

Minimum Qualifications Substitutions Conditions of Employment & Appeal Rights

Minimum Requirements :

Seven (7) years of full-time professional experience providing fiscal oversight by reviewing and directing expenditures in an organization or comparable experience.

OR :

A combination of education from an accredited institution and / or relevant experience as defined above equal to seven (7) years. You must submit a copy of your unofficial transcripts with your name college name degree and date conferred in order to receive credit.

Professional work involves exercising discretion analytical skill judgment and personal accountability and responsibility for creating developing integrating applying and sharing an organized body of knowledge that characteristically is : uniquely acquired through an intense education or training regimen at a recognized college or university; equivalent to the curriculum requirements for a bachelors or higher degree with major study in or pertinent to the specialized field and continuously studied to explore extend and use additional discoveries interpretations and application and to improve data materials equipment applications and methods.

REQUIRED COMPETENCIES :

  • Knowledge of healthcare or clinical budgeting including auditing locum tenens invoices pharmacy spending and discount reconciliation and large clinical contract administration.
  • Strong understanding of procurement processes for medical goods pharmaceuticals and clinical services.
  • Ability to analyze clinical caseload trends and healthcare cost drivers.
  • Skills in financial reporting cost projection and budget management for clinical programs.
  • Ability to interpret and apply state fiscal rules and healthcare procurement standards.
  • Ability to lead train and support administrative staff working within a clinical service environment.
  • Strong decision-making skills applying multiple regulatory frameworks (fiscal procurement clinical operations).
  • Effective communication skills for interacting with Directors of Clinical Services clinical providers contractors and administrative staff.
  • Ability to research clinical financial discrepancies and resolve pharmacy or medical billing issues.
  • Ability to identify trends in clinical utilization and develop actionable fiscal recommendations.
  • Proficiency using financial and clinical reporting systems.
  • Self-control a strong sense of ability to work in stressful potentially violent situations;
  • Ability to remain alert emotionally stable and mentally resilient under pressure and observant throughout their shift;
  • Tolerance to stress confinement and high-stakes interaction;
  • Ability to read and comprehend the English language;
  • Ability to effectively communicate fluently in English both verbally and in writing;
  • Ability to create accessible documents and technical content that follows plain language guidelines with accessibility in mind.
  • PREFERRED QUALIFICATIONS :

  • Experience supporting clinical healthcare or medical program operations.
  • Lead worker or supervisory experience.
  • One year of professional experience providing fiscal oversight by reviewing and directing expenditures in a facility or division in accordance with procurement personnel and fiscal rules in a correctional environment;
  • Thorough knowledge of the State of Colorado fiscal rules;
  • Experience with Colorado Operations Resource Engine (CORE);
  • Experience gathering researching and reporting financial data;
  • Currently a CDOC Administrator III Business Manager.

    Successfully pass all modules of the six-week Colorado Department of Corrections Basic Training to include English reading comprehension relevant competency assessments and written / practical exams in Defensive Tactics

    Possess the physical ability to successfully complete Defensive Tactics

    Lift arms above head and kick as high as own waist

    Stabilize another person to accomplish a controlled take down

    Use arms palms of hands shins and feet to deliver blows

    Withstand impact (slow speed or with a safety bag) on own body from strikes / blows

    Swing a baton in a striking technique

    Rotate body 90 degrees with feet planted for striking with foot or using a defensive tactic;

    Get down on one or both knees and up again with multiple repetitions

    Will be exposed to Oleoresin Capsicum during Basic Training and will be exposed while on assignment

    Must be able to see and hear in order to observe address and respond to potential breaches in safety and security

    Seize hold control or subdue violent or assaultive persons and defend oneself or others to prevent injury

    Demonstrate body agility strength of all four limbs and the ability to walk and climb stairs consistently

    Work in situations involving assaultive behavior physical control of another person and / or restraint situations

    Deal with individuals with a range of moods and behaviors utilizing tactfulness and a congenial personable manner

    Work with people of the opposite sex diverse racial ethnic groups mentally ill and emotionally disturbed offenders

    Communicate by talking listening and / or signaling people to convey or exchange information assignments

    Work in an environment with fluctuating noise and temperature (hot and cold) which may include working outdoors in inclement weather and / or concrete floor / wall work settings

    Willing and able to travel

    Willing and able to work various shifts days afternoons graveyards (nights) which includes a rotating shift schedule

    TB (tuberculosis) screening is required of all new employees upon hire

  • The CDOC is committed to a work environment free from illegal drugs and alcohol.
