The HR Generalist will provide comprehensive human resources support across Powell’s Global Service enterprise while ensuring strict compliance with Davis-Bacon Act requirements, wage determinations, and prevailing wage regulations. This position is ideal for an experienced HR professional with a strong foundation across all HR functions and government contract labor compliance. The role will support the management day-to-day HR operations across a Global team, employee relations, and benefits administration while serving as the organization’s subject matter expert on wage compliance and certified payroll.
Key Responsibilities
Davis-Bacon & Prevailing Wage Compliance
- Administer and maintain compliance with the Davis-Bacon Act (DBA), Service Contract Act (SCA), and related prevailing wage requirements for federal, state, and municipal projects.
- Review and interpret wage determinations and ensure proper job classifications and pay rates are applied.
- Prepare, audit, and submit certified payroll reports (WH-347) accurately and on schedule.
- Maintain all required documentation, posting notices, and correspondence related to government contracts.
- Work closely with project managers, payroll, and contractors to resolve classification or wage disputes.
- Serve as primary liaison during DOL audits or investigations related to wage compliance.
- Provide ongoing training and guidance to managers and supervisors on Davis-Bacon compliance requirements.
Human Resources Generalist Functions

Education & Experience
Bachelor’s degree in Human Resources, Business Administration, or related field preferred.5+ years of progressive HR experience, including at least 2 years administering Davis-Bacon and / or prevailing wage compliance.Proven experience preparing certified payroll reports and working with wage determinations.Experience supporting construction, public works, or government contracting environments preferred.Federal Davis-Bacon Certified Professional certification.PHR, SPHR, or SHRM-CP certification.Skills & Competencies
