Project / Program Manager II

The Diversion Program consists of three pre and post filing diversion programs, Therapeutic Alternative Diversion (TAD) out of King County District Court and Community Diversion Program (CDP) out of King County Superior Court. TAD and CDP are a collaboration between the King County Prosecuting Attorney's Office, King County Executive Teams, and King County Public Health Jail Health Services. The Seattle Therapeutic Alternative Diversion (STAD) which is a partnership with Seattle City Attorney's Office, City of Seattle Community Resource Center, City of Seattle Human Services Division, and King County Public Health Jail Health Services and serves individuals referred on eligible misdemeanor charges age 25 and older. Direct services are provided by our Diversion Care Coordinators serving Seattle & King County's legally involved community members who have been referred to STAD, TAD, or CDP by our stakeholders. The goal of these programs is to divert those referred to these programs into community-based services rather than continued involvement in the mainstream legal system. Our team values collaboration, compassionate, client-centered, trauma-informed care models and aims to reduce systemic barriers to ensure desired service needs are met for those we work with.

The Project / Program Manager II will provide resource management, administrative and data analysis support to programming, social services initiatives, and direct line staff. They will be responsible for collecting and summarizing data used for quality assurance, performance monitoring and evaluation activities. The position will play a key part in ensuring that the diversion and social services programs in JHS run effectively by maintaining schedules, managing program resources, and coordinating program-related meetings. This position will support direct service staff in adequately securing, tracking, and maintaining patient resources such as transportation assistance, gift cards, client cell phones and other basic service needs by purchasing supplies and maintaining inventories of patient related resources.

JHS provides needed health and social services to the incarcerated population located in the King County jails King County Correctional Facility (KCCF) in Seattle, WA and Maleng Regional Justice Center (MRJC) in Kent, WA. The primary services we provide include medical, dental, mental health, social and release planning services, treatment of substance use disorders, and pharmaceutical services. We care about the patients we serve and their health outcomes. Our division includes over 250 employees and an annual budget of over $60 million.

The purpose of JHS is to assure that high-quality health and human services are available to the incarcerated population in the King County adult correctional facilities : the King County Correctional Facility (KCCF) in Seattle and the Maleng Regional Justice Center (MRJC) in Kent. The JHS vision is Opening doors to healthier, happier lives, and the mission is to assess and stabilize serious health problems for the detained population of the King County Correctional Facility and the Maleng Regional Justice Center with a focus on transition from jail.

Staffed 24 hours per day, 7 days per week, 365 days per year, JHS provides a broad range of health care to all individuals booked into the jails. For patients with serious mental health or medical conditions, special housing units (psychiatric and infirmary) along with a higher level of services and medical monitoring are provided. Since the patient population varies both in numbers as well as in acuity of health conditions, staffing is adapted and flexed to meet the constantly changing needs of the population.

JHS staff manage the complex health needs of underserved populations, many of whom come to the facility without access to care in the community and with decompensated acute and chronic health conditions.

Temporary opportunity. Term-Limited Temporary (TLT) positions are "at-will" positions but are eligible for benefits. This TLT is currently anticipated to last two (2) years. However, funding sources for this work remain uncertain and dependent upon decisions actively being made at both the federal and local levels. As a result, the end date of this position may be adjusted based on those decisions. The County and the Department continue to work to secure long term funding sources.

This vacancy can also be filled as a Special Duty opportunity. For Special Duty Assignment interest, you must be a Career Service, Career Service Exempt or other regular (non-temporary) employee in King County who has completed their initial County probation. You must have supervisor approval prior to taking a Special Duty Assignment.

Work Schedule

This 1.0 FTE works 40 hours per week. The Diversion Program staff coverage is provided Monday through Friday during the business hours of 8am-5pm with some schedule flexibility within those business hours.

Work Location

The Diversion team works in a hybrid model, with days in the office as well as telecommuting. The ratio of remote to onsite work will be dependent on business needs and is subject to change. The primary onsite location is Chinook building, 401 5th Ave., Suite 1000, Seattle, WA 98104. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

King County has a robust collection of tools and resources to support working remotely. The individual selected for this opportunity will join an innovative and progressive team that is redefining how we work as we transition to the department's hybrid environment. Employees will be provided with a County-issued laptop and must maintain a home workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours.

Job Duties

  • Create and maintain data collection tools, daily management boards, and monthly program performance measures for diversion programming and other social services teams as needed.
  • Assist with budget monitoring and preparing weekly, monthly, quarterly, and annual reports and managing complex billing in compliance with applicable county policy and procedures.
  • Act as custodian for cash incentives (gift cards) and perform related duties including ordering, maintaining accurate accounting, quarterly reconciliations and other related duties according to county procedures.
  • Responsible for managing, reconciling, and ensuring appropriate supply of patient materials and resources.
  • Purchase program supplies and resources with a county P-Card and reconcile expenses in Oracle EBS for yourself and other team members.
  • Responsible for revisions to and maintenance of established onboarding materials, patient education materials, forms, program brochures, and other program and patient level documents.
  • Assist with and develop presentations and meetings by scheduling events, preparing handouts, coordinating logistics, creating meeting agendas, taking notes, and drafting a copy of the minutes.
  • Use an electronic health management system to update patient information, send letters to clients, run reports, collect data, and communicate with care team members to support patient related activities as needed.
  • Conduct enrollment assistance activities for patients who are eligible but not enrolled in Medicaid. Activities include helping patients enter information into the Washington Health Care Authority's Healthplanfinder, selecting an insurance plan, and enrolling participants in Medicaid.
  • Assisting with development of onboarding processes, workflow development and implementation, and process monitoring and improvement as indicated.
  • Respond to inquiries from program stakeholders and internal King County workgroups about program budgets, procedures, and various program activities.
  • Maintain staff schedule and calendars and update staff tracker.
  • Organize and maintain the program's SharePoint page, Microsoft Teams site, and shared email accounts and provide training to new staff on the program's SharePoint page, Microsoft Team site, and shared email accounts.

Experience, Qualifications, Knowledge, Skills

Ideal Candidate :

  • Experience in a relevant project and program management role.
  • Experience working with Black, Indigenous and People of Color (BIPOC) in a social service, public health, behavioral health, or related setting.
  • Demonstrated experience in gathering and analyzing data and reporting on program services, measures, program and patient level outcomes. Skilled in presenting data effectively to both technical and non-technical stakeholders.
