This position is located within the Office of the Convening Authority, Office Military Commissions (OMC). The Office of the Convening Authority is established in the Office of the Secretary of Defense under the authority, direction, and control of the Secretary of Defense. Responsibilities Incumbent typical work assignments may include the following : Acts as a subject matter expert in the area of civilian personnel laws, regulations, and departmental instructions and directives. Perform research and analysis related to the most effective and efficient use and management of the Office of the Military Commissions (OMC) Civilian Personnel Branch resources; with primary duties of implementing effective human resource management policies, plans, and procedures. Plans and conducts complicated comprehensive analytical studies of organizations or significant segments of several major management functions to improve organizational structure and staffing levels. This position requires travel to Temporary Duty Station (TDY) Guantanamo Bay 1-2 weeks per month.

You may qualify at the GS-13 level, if you fulfill the following qualification requirement : One year of specialized experience equivalent to the GS-12 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability to planning, organizing and directing team study work and negotiating effectively with management to accept and implement recommendations that have tar reaching impact, and conflict with the interests of elements of the agency. Applying knowledge of Defense Civilian personnel Data System (DCPDS) or other systems to extract a wide variety of data and perform statistical analysis. Applying advanced knowledge of human resource, budget and manpower management principles and policies Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
