PROGRAM DIRECTOR

Masters Degree in a mental health related field. Experience may be substituted for degree requirements, depending on nature and length of experience.
At least three years' experience in a community mental health program, including supervisory experience.
Specific experience in residential treatment and / or knowledge of social rehabilitation is preferred.
Must be able to communicate effectively with staff, clients, and other providers both orally and in writing.
Must, in the sole judgment of Progress Foundation, demonstrate good judgment and emotional stability.
At all times must be able to negotiate several flights of stairs multiple times during each work shift, and must be able to lift and carry 20 lb. packages multiple times during the work shift.
Must demonstrate ongoing clearance with the California State Department of Social Services, Community Care Licensing Division, and allowing direct contact with program clients.
Must maintain training certification and demonstrated capacity to perform basic First Aid and CPR.
Must maintain a valid California driver’s license, and must be insurable under the agency's current auto insurance policies.1. Actively participate in agency initiatives, including discussions of policy, practice, and procedure, and promote, through assertive organizational engagement, reviews or changes in these areas when needed.

2. Ensure, through teaching, modeling, and active observation and feedback, the practice of Social Rehabilitation among staff and clients within the program, and promote the philosophy within the mental health community.

3. Chair weekly staff meetings and call special clinical and administrative meetings when necessary.

4. Respond to program emergencies in a professional, thorough, and timely manner, paying careful attention to client needs, agency policy, and regulatory requirements.

5. Serve as a positive role model for employee relations, professional functioning, and for adherence to the principles of social rehabilitation.

6. Maintain own knowledge, skills, and abilities through continuous education and use of supervision.7. Identify and inform Progress Foundation Administration of emergent trends in referral patterns, client presentation, treatment and discharge opportunities, impediments to services and any concern regarding the program’s effective operation.

1. Provide direct service to clients of the program, as necessary and appropriate.

2. Supervise the timely collection and reporting of data concerning the program, as required by funding sources and regulatory agencies or as requested by Progress Foundation. This includes collecting and submitting to Progress Foundation Administration the information necessary to produce monthly billings, and collecting, recording, safekeeping and submitting client fees to the agency's fiscal department in a timely manner, and collecting both formal and informal client satisfaction information.

3. Develop and participate in an on-call system for the program that ensures that program leadership is available to counseling staff at all times.

4. Monitor the variable expenditures of the program, keeping within the budget line item amounts.

5. Supervise the development of all staff work schedules, including arrangements for vacations, holidays, illnesses, compensatory time off, and fill-in coverage.

6. Perform other related duties as assigned, including but not limited to meeting attendance, preparation of reports, and completion of special projects.

1. Consistently provide the training, teaching and modeling necessary to ensure that program staff provide program services in accordance with Social Rehabilitation principles. Conduct or ensure formal supervision of all program staff at least monthly. Small group supervision may be included but shall not substitute for individual supervision.2. Prepare formal written evaluations of regular staff as needed, at least annually, according to the date of hire or date of promotion to the new position, and of assigned Relief Counselors at least annually.

3. Identify the need for recruitment of new staff. Participate in the screening, hiring, and termination processes for all program staff and Relief Counselors. Decisions on both hiring and termination are subject to review by the Director of Clinical Services or North County Clinical Director.

4. Ensure that regular staff are adequately oriented and trained to perform their job duties by developing and implementing an ongoing in-service training plan for staff that is intentional, individualized and evaluated for its effective impact on staff professional growth.

5. Orient and supervise new employees using the Progress Foundation Orientation and Supervision procedures. Ensure that the completed checklist is placed in the employee’s personnel file by the end of the probation period. The Program Director will provide a formal written evaluation for probationary staff no later than the third month from the date of hire.

6. Ensure documentation of each staff person’s attainment of required training hours.1. Supervise and monitor all charts and client records to ensure confidentiality, security and compliance with County mental health service policies and procedures and applicable laws and regulations. In addition, supervise the development and implementation of client treatment / rehabilitation plans that reflect the values and principles of Social Rehabilitation. Review each plan and document the review by signing the plan.

2. Supervise the monitoring of medication logs to ensure conformity with medication policies and procedures.

)3. Ensure compliance with all applicable Community Care Licensing (Title 22) regulations and Department of Mental Health (Title 9) requirements that affect the program. This includes ensuring that all staff comply in a timely manner with the Licensing personnel requirements of getting health exams, criminal record checks, and First Aid training.

4. Comply with all applicable federal, state and local governmental laws and regulations, as well as all agency policies and procedures, including the Progress Foundation Code of Ethics. Report to Progress Foundation Administration all incidents which may constitute a violation of said laws, regulations, policies, and procedures.

5. Ensure compliance with all policies and procedures (Progress Foundation, CBHS, and CCL) as it pertains to incidents that occur in the program.
