POSITION OVERVIEW

The judicial specialist performs a wide variety of technical recordkeeping and complex court and administrative duties in support of the Municipal Court, with a high degree of specialization and confidentiality. Work is performed in accordance with professional standards, city ordinances, state and federal law, and policies established by the presiding judge and / or court administrator.

ESSENTIAL FUNCTIONS

The job duties and responsibilities represented in this job description do not imply that these are the only duties to be performed. Employees will be required to follow any other job-related instructions and to undertake other projects consistent with the role as requested by a supervisor.

  • Processes, files, and enters electronic and paper citations, infractions, criminal complaints; constructs and organizes files.
  • Develops, prepares, and updates court calendars, schedules and prepares court hearings, makes appropriate record of court proceedings, and processes and manages files after hearings.
  • Processes a high volume of mail, legal pleadings, probation reports, public records requests, and legal filings to ensure case is reflective of all court proceedings, filings, and activity.
  • Reviews and monitors cases for compliance with court ordered conditions including but not limited to evaluations, treatment, community service, jail, and jail alternatives.
  • Staffs courtroom while court is in session, records all proceedings, takes accurate minute notes, provides high level support to the judge for efficient court operations.
  • Assists judge during trials; performs courtroom duties including escorting jurors. Dockets all procedures, oversees exhibits, administers oaths, manages trial calendar, subpoenas witnesses, notifies officers, and prepares agency referrals.
  • Provides accurate information over the telephone, at the counter, or through correspondence to the public, defendants, attorneys, and other agencies about municipal court functions, policies, procedures, and schedules.
  • Prepares and processes court orders for commitment and release from jail, arrest warrants, subpoenas, and other legal documents (such as firearm surrenders, No Contact Orders, mental health competency, and ignition interlocks) as ordered by the court.
  • Maintains warrant control; prepares, quashes, purges, and verifies accuracy of bench warrants.
  • Performs advanced accounting functions of the court in compliance with applicable laws and established policies and procedures including bail and bail bond receipting, forfeitures, and refunds, time pay agreements, accounts receivable adjustments, overpayments, restitution, cashier till reconciliation, and fiscal reports.
  • Performs all duties relating to the federally mandated Interstate Commission for Adult Offender Supervision Transfer.
  • Schedules, coordinates, and logs interpreters in accordance with the Language Assistance Plan.
  • Coordinates, generates, and mails jury summons; processes paper and electronic jurorqualification forms and attachments; responds to juror inquiries.
  • Prepares and transmits funds to the city treasurer in the absence of the administrator.
  • May support in leading part-time, temporary, or intern personnel within the division.
  • Maintains punctual and reliable attendance.

  • Process documents in compliance with stablished procedures, mandated timelines, and judicial direction, from verbal and written instructions.
  • Read, interpret, apply, and explain rules, regulations, policies, and procedures.
  • Maintain confidentiality about court proceedings and documents.
  • Work independently with little direction.
  • WORK ENVIRONMENT

    The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job.

    Work is primarily performed in a climate-controlled office or conference room setting with a moderate / minimal noise level. Employee is regularly exposed to hostile customers, drug users, prisoners, and violent offenders. Exposure to blood borne and / or airborne pathogens may occur.

    Schedule : Typical business hours are Monday-Friday from 8am-5pm with a one-hour meal break. This position is considered essential and will require an on-site presence. Alternative work arrangements may be available as decided by the court administrator following the probationary period.

    Driving and Travel : Driving would typically be less than 5 hours a workweek. Travel is required to visit other work sites in the area and to attend meetings, trainings, and / or conferences as needed. Overnight travel is possible a few times per year, typically for annual conferences that relate to the position.

    QUALIFICATIONS

    EDUCATION AND EXPERIENCE

    Any combination of education, training and experience that indicates the individual can successfully perform the job may be considered.

  • High school diploma or GED equivalent.
  • Three (3) years of increasingly responsible administrative, clerical, and customer service experience; preferably two (2) years of court-related or legal-related administrative or paralegal support including one (1) year at an advanced level using independent judgment in applying thorough knowledge of court rules, regulations, policies, and procedures.
  • Proficiency in Judicial Information System case management system preferred.
  • Proficient in Microsoft Office Suite.

    The employee is regularly required to sit for long periods of time; talk, listen, and hear; keyboard and input data for long periods of time. The employee is also required to stand, walk, bend, reach, and use hands to finger, handle, or feel. Occasionally required to lift up to 20 pounds.

    Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception, and ability to adjust focus.

    ADDITIONAL REQUIREMENTS

  • A history of and ability to maintain safe and responsible driving that meets the city’s motor vehicle record minimum driving requirements.
  • Ability to pass position relevant pre-employment screening.
