ABOUT THIS POSITION
The Planning & Development Department within the City of Phoenix is instrumental in guiding the physical development of the city by preserving our historic sites, planning what can be built where, and ensuring safe construction of buildings and infrastructure. The department processes are governed through development and enforcement of city codes and ordinances.
The department is actively seeking a Deputy Director to oversee the Site Development Division. This position serves as an integral leader within the organization and works as a liaison with the Street Transportation Department and Water Services Department.
The duties will involve reviewing building plans, site plans, construction documents, and development proposals for compliance with applicable City codes and ordinances and issuing related permits. Supervision is exercised over professional engineers and / or supervisors working in various sections that are responsible for inspecting buildings, reviewing plans and issuing construction permits. Work assignments are very broad in scope and are performed with considerable independence.
Roles and Responsibilities :
- Supervises and coordinates the activities and training of all personnel assigned to the division;
- Develops standards and procedures for the conduct of the division;
- Provides general guidance to the work program of the division and aids in interpreting policy;
- Acts as technical adviser to employees in solving difficult assignments and in reviewing the objectives, feasibility, and techniques of execution and resultant findings of their work;
- Formulates division operating budget for the review and approval of department management;
- Participates in code development with appropriate agencies and jurisdictions;
- Conducts hearings and makes decisions on requests for variances, interpretations, use permits and modifications of zoning or construction stipulations;
- Presents the department's policies and positions in meetings, negotiations and communications with the public, citizen and industry groups, the City Manager, Mayor and City Council offices, the media and other public forums within assigned areas of authority;
- Participates in formulation of department policies, goals and objectives as a member of the leadership team;
The Deputy Planning and Development Director reports directly to an Assistant Planning & Development Director. This position may be eligible for telework one day per week at the discretion of the Assistant Director.

The ideal candidate should be able to effectively communicate with all levels of the organization; excellent oral, written, presentation and listening skills will be essential. This person needs to be an innovative leader with the ability to solve problems, think strategically, identify alternative courses of action, and provide recommendations. Analytical skills and the ability to effectively use data to make decisions and relay information are essential.
SALARY
Hiring Range : $123,802 - $148,000.00 annually.
Pay Range : $123,802 - $168,210 annually.

MINIMUM QUALIFICATIONS
Five years of professional planning or engineering experience.One year in code administration.Bachelor's degree in urban planning, architecture, engineering or a related field.Other combinations of experience and education that meet the minimum requirements may be substituted.All finalists for positions are subject to a criminal background check applicable to the department or position.Some positions require the use of personal or City vehicles on City business. Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record. The minimum qualifications listed above, plus :
Registered Professional Engineer / Structural Plans Engineer or Civil (PE) or Architect in the State of Arizona (or reciprocal state) at the time of hire.Experience working on special projects with extensive community involvement including multiple agencies.Experience working with senior management, elected officials and community groups.Masters degree in engineering, public / business administration, government management, urban planning or a related field.RECRUITMENT DATES
