Program Specialist
This position functions as a Program Specialist for the Prosthetic and Sensory Aids Service of the VA St. Louis Health Care Systems (VASTLHCS). The position's primary responsibilities are to provide administrative support and function as the Automatic Data Processing Applications Coordinator (ADPAC) for the service.
Duties and responsibilities include but are not limited to :
- Provides administrative support, including scheduling meetings, preparing agendas, and maintaining program records and files.
- Responds to inquiries and provides information and assistance to program participants.
- Develops metrics and reports to monitor the quality of programs, plans, procedures, and methodologies; and / or analyze initiatives and processes.
- Analyzes, evaluates, documents and implements clinical and administrative processes.
- Administratively manages and monitors consults to ensure Veterans are being scheduled and receive prescribed devices / services in a timely manner.
- Maintains and monitors information in the prosthetics tracking systems to allow for timely follow-up care.
- Acts as facility contact to the Office of Information Technology (OIT) for national PSAS package(s) at facility level for any coordination issues regarding national patch development, coordinating installation, testing, etc.
- Coordinates with clinicians to develop consult and note templates and works with the local Clinical Application Coordinators (CACs) to implement the templates.
- Analyzes, evaluates, implements, and documents clinical and administrative processes related to information flow to increase efficiency for PSAS clinicians.
- Plans, directs and coordinates the implementation of clinical Veterans Health Information Systems and Technology Architecture (VISTA) software modules with CACs.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02 / 09 / 2026. Time-In-Grade Requirement : Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. You may qualify based on your experience and / or education as described below :
Specialized Experience : You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to : providing administrative support, including scheduling meetings, preparing agendas, and maintaining program records and files; develop metrics and reports to monitor the quality of programs, plans, procedures, and methodologies; and / or analyze initiatives and processes; assist in training staff to include personally training staff in administrative processes as well as scheduling manufacturer's training seminars and training from subject matter experts.OR, Education : Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or two full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D.OR, Combination : Applicants may also combine education and experience to qualify at this level.
