The Disbursements Information Systems Director is responsible for leading the strategic design, implementation, and optimization of systems supporting Accounts Payable (AP), Payroll, and related disbursement functions. This role oversees the integrity, automation, and continuous improvement of financial systems, ensuring accurate, compliant, and efficient disbursement processes across the organization. The Director partners closely with Finance, HR, IT, and external vendors to enhance system capabilities, streamline workflows, and support organizational growth.

Key Responsibilities :
Systems Leadership & Strategy
- Lead the development, optimization, and governance of AP and Payroll information systems, ensuring alignment with organizational goals.
- Evaluate emerging technologies and recommend system enhancements, automation opportunities, and process improvements.
- Oversee system configuration, upgrades, integrations, and testing for AP, Payroll, and disbursement platforms (e.g., ERP, HCM, workflow tools).
Operational & Technical Management
Ensure system accuracy, data integrity, and compliance across all disbursement functions.Develop standardized workflows, reporting, dashboards, and audit trails to support timely and accurate payments.Troubleshoot complex system issues and coordinate with IT / application support teams to resolve root causes.Manage user access, security controls, and permissions for AP and Payroll systems.Cross-Functional Collaboration
Partner with Finance, HR, Payroll, AP, Procurement, and IT to streamline end-to-end processes and enhance system functionality.Serve as the primary liaison between business teams and system vendors, consultants, or technical partners.Lead cross-departmental initiatives related to automation, regulatory updates, and system changes impacting disbursement operations.Project Management
Direct and oversee major technology initiatives including system implementations, upgrades, migrations, and integration projects.Develop project plans, timelines, resource allocation, and change management strategies to ensure successful outcomes.Provide training, documentation, and ongoing support for end-users.Compliance, Controls & Reporting
Ensure AP and Payroll systems support internal controls, audit requirements, and regulatory compliance (e.g., IRS, DOL, state / local).Develop and maintain reporting frameworks for internal stakeholders, auditors, and leadership teams.Maintain a strong internal controls environment, including segregation of duties and systematic approvals.Leadership & Team Development
Lead, mentor, and develop a team of systems analysts and technical specialists supporting AP and Payroll functions.Foster a culture of innovation, continuous improvement, and customer service within the Disbursements IS team.Qualifications :
Education & Experience
Bachelor's degree in Finance, Accounting, Information Systems, Business Administration, or related field required; Master's preferred.8+ years of experience in AP, Payroll, Finance Systems, or ERP administration with increasing levels of leadership responsibility.Proven experience implementing or managing ERP / HCM platforms (e.g., Oracle, SAP, Workday, PeopleSoft, Netsuite, UKG, etc.).Skills & Competencies
Expertise in AP and Payroll operations, workflow tools, and disbursement system integrations.Strong understanding of internal controls, compliance requirements, and data governance.Project management expertise with demonstrated capability leading system implementations or process redesigns.Excellent analytical, problem-solving, and communication skills.Ability to lead cross-functional teams and influence stakeholders at all levels.
