Role description

Under general direction Carpenter Supervisor I supervises the activities of carpenters and other craft workers engaged in the maintenance and repair of city structures historic buildings installations facilities and equipment including transit equipment both in shops and on-site.

Supervision Exercised - Exercises supervision over 7344 Carpenters and other craft workers.

Example of Important and Essential Duties

Plans and prioritizes work schedules on a continuous basis according to production targets; assigns and directs the work of carpenters and others on maintenance and repair projects; schedules and coordinates work with other crafts and departments.

Makes estimates of time and materials on requested work orders for repairs and maintenance.

Inspects work in progress and upon completion inspects for quality and adherence to specifications; develops work schedules and plans.

Requisitions materials and equipment; justifies and estimates future equipment and material needs.

Records hours worked and makes required reports.

Instructs employees in the safe operation of shop equipment and assures adherence to safe work practices; administers Injury and Illness Prevention Program (IIPP).

Assists in the development motivation and advancement of subordinates through training and effective use of employee development programs; administers performance appraisals; resolves employee problems; assures adherence to shop rules policies etc.

Works in conjunction with support staff including engineers architects and other technical experts to coordinate work plans; makes regular contacts with other departments outside organizations and the general public.

Uses personal computer to prepare a variety of reports and memos to keep records and to write correspondence using e-mail.

May perform carpenter duties if necessary as well as other related duties as required.

Note : This position requires the ability to work in inclement weather; in some cases to work evenings weekends and holidays; and possible exposure to hazardous conditions found in and around buildings structures or construction sites.

Qualifications : How to qualify

MINIMUM QUALIFICATIONS : These Minimum Qualifications establish the education training experience special skills and / or license(s) which are required for employment in the classification :

Education / Training : Completion of a four-year recognized carpenter apprenticeship program; AND

Experience : Four years of experience as a journey-level carpenter (experience as a carpenters helper is NOT qualifying); AND

License and Certification : Possession of a valid California driver license.

Substitution : Additional qualifying journey-level carpenter experience may be substituted for the required carpentry apprenticeship program on a year-for-year basis.

Note : Experience claimed in self-employment will only be considered if supported by evidence of earnings and duties comparable to this position. Copies of income tax papers listing occupation and total earnings will be required to document self-employment.

CONDITIONS OF EMPLOYMENT :

Transportation Security Administration (TSA) Security Clearance : All Candidates for employment are required to undergo a criminal history record check including FBI fingerprints. However candidates for employment with the San Francisco Airport Commission are also required to undergo a Security Threat Assessment to determine eligibility for security clearance and may be required to undergo drug / alcohol screening. Per Civil Service Commission Rule Section 110.9.1 every applicant for an examination must possess and maintain the qualifications required by law and by the examination announcement for the examination. Failure to obtain and maintain security clearance may be basis for termination from employment with the Airport Commission.

Customs Clearance : Candidates for employment with the San Francisco Airport Commission requires the incumbent be qualified for unescorted access to the San Francisco International Airport U.S. Customs Security Area. An application for a

U.S. Custom Access Seal may be submitted to Customs ONLY after employment has commenced. Employment in this position requires that the incumbent submit an application for successfully acquire and maintain a Customs Access Seal. Per Civil Service Commission Rule 110.9.1 every applicant must possess and maintain the qualifications required by law and by the examination announcement for this examination. Failure to acquire or maintain customs access a requirement for this position may be basis for termination from employment with the Airport Commission. Customs Access Seal requirements and procedures are located in the Code of Federal Regulations Title 19 Part 122 Sections 181 or 189.

Medical Examination : Prior to appointment candidates must successfully pass a medical examination to determine his / her ability to perform the essential functions of the job and / or the ability to meet the minimum physical requirements.

TWIC Card : Candidates for employment with the San Francisco Port Commission are required to be qualified for unescorted access to the Ports Maritime Transportation System (MTS). An application for a TWIC card may be submitted after employment has commenced. Employment in this position requires that the incumbent undergo a criminal history check immigration check and terrorist threat assessment including FBI fingerprints to determine eligibility for security clearance. The incumbent must submit an application to successfully acquire and maintain a TWIC card. Per Civil Service Rule 110.9.1 every applicant must possess and maintain the qualifications required by law and by the announcement for this examination. Failure to acquire or maintain a TWIC card a requirement for this position may be basis for termination from employment with the Port Commission. Note : TWIC requirements and procedures are located in the U.S. Code of Federal Regulations 49 U.S.C.and 49 U.S.C. 5103a.

SELECTION PROCEDURES

Application and Preliminary Questionnaire - Complete the application and preliminary questionnaire thoroughly to avoid disqualification. After you complete the application you will be prompted to complete the preliminary questionnaire. Candidates that meet the minimum qualifications will be invited to participate in an assessment process designed to measure their knowledge skills and / or abilities relevant to the class.

Trade Supervisory Written Examination (Weight 50%) :  Candidates that meet the minimum qualifications will be invited to participate in a written multiple-choice examination that include but are not limited to : test items related to various supervisory practices and procedures (e.g. directing subordinates delegating tasks to subordinates providing customer service demonstrating appropriate supervisory / leadership behavior addressing and / or evaluating subordinate issues behavior and performance etc.) as well as reading comprehension items. This test is a remote computer exam that can be taken at home.

Written Performance Examination (Weight : 50%) : The applicants who pass the Trade Supervisory Exam multiple choice examination will be administered a written performance written exercise to measure their relative knowledge skill and ability levels in job-related areas which may include but are not limited to : knowledge of building codes and ordinances tools materials equipment and labor used in building maintenance and repair work; knowledge of safety practices; written communication skills; and planning and organization skills. This exam will be taken on a computer in-person at the DHR office. Testers will be provided with supplemental information to answer test questions on a computer.

Note : Candidates must achieve a passing score on both exams in order to be ranked on the eligible list.

In accordance with Civil Service Rule 111.11.4 inspection privileges do not apply to the questions and answers in these examinations. For the Trades Supervisory Exam candidates must have access to a computer and reliable internet connection to participate in that exam. Qualified applicants will be notified by email of the exact times and dates of the examinations.

Banked Scores : Your score will be valid and banked for three years starting from the date of the examination. This means that during this three-year period you will not be required to re-take this test. If the selection process for a future announcement is held within one year of the date of this examination and it includes this exam your score will be automatically applied to that announcement. However after one year you have the option to either (a) apply your test score to the other announcement or (b) re-take the test. Re-testing is permitted no sooner than one year from the date of the examination and only in association with your eligibility for another announcement for which the test is used. Please note that should you re-test your re-test score would become your official score since it is the most recent. Candidate scores on this examination may also be applied to other announcements involving other job titles when directed by the Human Resources Director.

Eligible List / Score Report : A confidential eligible list of applicant names that pass the civil service examination process will be created and used for certification purposes only. An examination score report will be established so applicants can view the ranks final scores and number of eligible candidates. Applicant information including names of applicants on the eligible list shall not be made public unless required by law. However an eligible list shall be made available for public inspection upon request once the eligible list is exhausted or expired and referrals are resolved. The eligible list / score report resulting from this civil service examination process is subject to change after adoption (e.g. as a result of appeals) as directed by the Human Resources Director or the Civil Service Commission.

The duration of the eligible list resulting from this examination process will be of twelve (12) months and may be extended with the approval of the Human Resources Director.
