Position Summary
The IT Program Manager will lead cross-functional technology initiatives, manage large-scale IT programs, and ensure successful delivery of complex solutions aligned with business strategy. This role requires strong leadership, expert project / program management skills, and the ability to coordinate multiple projects under a unified program roadmap. The ideal candidate possesses a Master’s degree and an active PMP certification , with proven experience in managing enterprise-level IT programs.
Key Responsibilities
Program Leadership & Strategy
- Define program scope, objectives, and success criteria in alignment with organizational goals.
- Develop and manage multi-year program roadmaps and budgets.
- Drive strategic planning, prioritization, and continuous improvement across program initiatives.
Project Execution & Governance
Oversee the planning, execution, and delivery of multiple interdependent IT projects.Establish and maintain governance processes, program documentation, and reporting standards.Identify, manage, and mitigate program-level risks, dependencies, and issues.Ensure adherence to PMO methodologies, compliance standards, and quality assurance guidelines.Stakeholder Management
Collaborate closely with executive leadership, business owners, and technical teams.Facilitate clear communication, program updates, and decision-making across teams.Build strong relationships with vendors, contractors, and external partners.Financial & Resource Management
Manage program budgets, including forecasting, tracking, and financial reporting.Optimize resource allocation across projects and negotiate resource needs with leadership.Evaluate and recommend technology investments to support program objectives.Team Leadership
Coach and mentor project managers, business analysts, and technical leads.Foster a collaborative, high-performance team environment.Lead change management initiatives to support system or process transitions.Required Qualifications
Master’s degree in Information Technology, Computer Science, Business Administration, or related field.Active PMP (Project Management Professional) certification.7–10+ years of progressive experience in IT project or program management.Demonstrated success leading complex, enterprise-level IT programs.Experience with any Federal agency.Strong understanding of SDLC, Agile, and hybrid delivery methodologies.Excellent communication, negotiation, and stakeholder management skills.Experience with budget management, financial analysis, and resource planning.Preferred Qualifications
Experience in cloud transformation, cybersecurity, ERP implementations, or digital modernization.Additional certifications such as PgMP, ITIL, Agile / Scrum, or SAFe.Experience working in regulated industries (e.g., healthcare, finance, government).
