Environmental Program Manager

This position is responsible for the administration and supervision of environmental compliance programs, project and contract management, discipline, direction of staff, development of strategic objectives, activities, and other functions relating to ensuring the City meets all regulatory requirements in the areas of stormwater management, water and wastewater operations, and city facilities. Manages complex and multi-disciplinary activities, exercises independent judgment in working with division supervisors and City departments on issues related to environmental compliance. Coordinates activities and special projects with all departmental and City divisions.

The ideal candidate will display the following :

  • Synthesizes complex or diverse information; collects and researches data; uses intuition and experience to complement data; designs work flows and procedures.
  • Manages Environmental Program permit compliance program. This includes but is not limited to : Air Quality, Water Quality, Wastewater Discharge and Aquifer Protection Permits.
  • Demonstrates leadership in decision making and initiates corrective actions.
  • Coaches and mentors to help staff develop skills and work habits.

Essential Functions

This information is intended to be descriptive of the key responsibilities of the position. The following functions do not identify all duties performed by the incumbent. Other duties and responsibilities will be performed as assigned.

  • Manages the Water Services Department Environmental Programs Division. Monitors regulatory compliance of operational sections of the Water Services Department. Ensures the collection of daily data and prepares reports both routine and as needed. Responsible for monitoring and managing all environmental programs required for water and wastewater (Drinking Water, AZPDES, APP, Cross Connection). Participates in projects assuring adherence to local, county, state, and federal environmental permitting requirements.
  • Ensures that the City of Goodyear meets federally mandated compliance requirements. Identifies potential environmental issues and develops strategies to effectively respond to compliance deficiencies. Develops, coordinates, and implements environmental policies, procedures and programs for the City.
  • Coordinates with departments such as IT, Development Services, and Finance, to ensure the Environmental Programs Staff has the resources required to perform their responsibilities.
  • Manages the coordination of the Stormwater Management Program (SWMP) efforts, including the submittal of the annual stormwater report; acting as City's point of contact regarding stormwater compliance; preparing quarterly reports; coordinating the roles of each City department and division in the operation of the SWMP and performing / coordinating training; attending various state-wide and local meetings to stay abreast of ADEQ permit requirements; preparing general public education materials; and conducting business outreach.
  • Administers budget by preparing annual division budget, reviewing and approving requisitions, and monitoring division expenditures. Prepares, interprets, and explains complex financial and administrative reports; reviews technical reports, budget estimates, and contracts; directs and participates in management studies, and analyzes programs and problems.
  • Demonstrates continuous efforts to improve administration operations by decreasing turnaround times, streamlining work processes, working cooperatively to provide quality customer service, and providing technical, clerical, mechanical, and physical support for divisional operations. Briefs the Deputy Water Services Director on matters of concern. Tracks proposed legislation and recommends the City's position on proposed legislation, regulations, and rules affecting Environmental Programs. Represents the City by attending various agency and / or committee meetings. Develops, implements, and presents various written and oral technical reports, position papers, summaries, projects, and / or Council Action Reports for Mayor and Council, City Management, other departments, or the public.
  • Requirements

  • Formal Education / Knowledge : Work requires broad knowledge in a general professional or technical field. Knowledge is normally acquired through four years of college resulting in a Bachelor's degree or equivalent.
  • Experience : Six years of experience in a related field, including three years in Environmental Compliance.
  • Certifications and Other Requirements : Valid Driver's License
  • Reading : Work requires the ability to comprehend and evaluate highly technical and complex manuals, reports, documents, blueprints, and various correspondence at a college level.
  • Math : Work requires the ability to perform general to complex math calculations such as addition, subtraction, multiplication, division and basic algebra.
  • Writing : Work requires the ability to write clear, organized, technical, and analytical memos, letters, reports, operating procedures, and other documents at a college level.
  • Managerial : Complex - Work requires managing and monitoring work performance of a division including evaluating program / work objectives and effectiveness, establishing broad organizational goals and realigning work and staffing assignments for the department.
  • Budget Responsibility : Substantial - Has responsibility for final approval of at least one division budget and presents the budget(s) to Senior Management. Is authorized to approve division budgeted expenditures for both staff and resources up to the amount that requires the approval of Senior Management.
  • Policy / Decision Making : Significant - The employee normally performs the duty assignment according to his or her own judgment, requesting supervisory assistance only when necessary. Projects and daily work are managed with little oversight; however, special assignments and significant work products may be reviewed upon completion. Typically positions in this category are supervisor to mid-management jobs.
  • Technical Skills : Broad Application - Work requires advanced skills and knowledge in approaches and systems, which affect the design and implementation of major programs, solutions for highly complex issues, and / or processes organization-wide. Independent judgment and decision-making abilities are necessary to apply technical skills effectively.
  • Interpersonal / Human Relations Skills : High - Interactions at this level typically result in recommendations regarding policy development, changes in policy, and implementation of policies. Interactions at this level are typically concerned with providing communications at higher levels of organizational operations and may utilize activities such as evaluating customer satisfaction, developing cooperative associations, and allocating resources to improve work operations, work quality, overall achievement of organizational goals and objectives, and customer satisfaction.

  • Demonstrate continuous learning of job responsibilities and expertise as called out in your job description and carry out effective verbal and written communications with your supervisor, team, and customers.
  • Review and become familiar with the Water Services Department's mission, vision, and core values as well as the department strategic operations plan. Carry out objectives timely.
  • Review and become familiar with the City's mission, vision, and core values as well as Council's strategic objectives and how the Water Services Department's activities fit into the City's overall mission.
  • Attend the first available Goodyear Employee Orientation (GEO) and complete all related assignments.
  • Become familiar with the organization, establish relationships with your peers and major customers, maintain those relationships and enhance the formality of customer communications and workflows.
  • Become proficient and knowledgeable in City and Department policies, guidelines, programs, administrative and procurement / budgeting processes, computer programs and systems utilized by the City, your position and workgroup. Demonstrate continuing progress and work closely with your supervisor on implementing new processes and programs as requested.
  • Become familiar with Division operation and maintenance budget as well as current and future Capital Improvement Program.
  • Familiarize yourself with the Goodyear Utility permits and make recommendations on improvements needed to meet industry standards and to ensure compliance with federal, state, and local water and wastewater regulations.
