Building Official

Pay Range: $83,037.07 - $125,601.37

Compensation & Benefits: Starting salary is open, dependent upon qualifications. We offer a competitive benefits package, to include a generous 10% Employer 401a Retirement Contribution.

Position Summary

Meets all state and locally mandated code compliance and reporting requirements. Applies knowledge of building codes, policies, and procedures to the day-to-day functions of the building department. Supervises & trains building department staff on statutes and code requirements. Performs highly technical work in plan review and inspection of commercial and residential building construction for compliance with the Florida Building Code, Florida Statutes, FEMA Floodplain Regulations, and local ordinances.

Essential Functions/Typical Tasks:

Performs commercial and residential building, electrical, mechanical, and plumbing plan review and inspections; provides code sections as required; maintains accurate records; prepares reports; assists the Community Development Director with special projects.

  • Performs plan reviews and inspections of varying complexity to ensure compliance with applicable codes, ordinances, and regulations; schedules inspection requests; records inspection results; confers with and interprets code requirements for contractors, engineers, architects, and residents.
  • Assists code enforcement personnel in the investigation of potential violations, including but not limited to erosion control, work without a permit, and unlicensed contractor activity.
  • Inspects unsafe buildings in concert with the Fire Marshal and Code Enforcement Officer and issues notices to abate unsafe conditions.
  • Appears and offers testimony at Code Enforcement/Special Master hearings and in court, when necessary.
  • Meets with violators of applicable Federal, State, and Local regulations to assist in the resolution of issues and to achieve compliance.
  • Performs stormwater, erosion, and sedimentation control inspections.
  • Assists at the permit counter as needed.
  • As a condition of employment, City of St. Pete Employees will be required to work as directed during an undeclared and/or a declared emergency. All employees are subject to recall around the clock for emergency response operations, which may require irregular work hours, work at locations other than the normal work location, and may include duties other than those specified in the official job description.
  • Performs other duties as assigned.

Knowledge, Skills, and Abilities:

Thorough knowledge of all types of building construction materials and methods, and of stages of construction when possible violations and defects may be most easily observed and corrected; thorough knowledge of state building and related codes and laws and ordinances; ability to read and interpret plans and specifications accurately and to compare them with construction in progress; ability to work well with property owners, contractors, and design professionals; firmness and tact in enforcing building codes; ability to work effectively with colleagues.

Physical Requirements:

This is light work requiring the exertion of up to 20 pounds of force occasionally, up to 10 pounds of force frequently, and a negligible amount of force constantly to move objects; work requires climbing, balancing, stooping, kneeling, crouching, standing, walking, fingering, grasping, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for depth perception, color perception, preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, use of measuring devices, operation of motor vehicles or equipment, determining the accuracy and thoroughness of work and observing general surroundings and activities; the worker is subject to indoor and outdoor environmental conditions.

Minimum Qualifications: Education, Experience and Special Requirements:

High school graduate or GED equivalency, and any combination of education and experience equivalent to 10 years as an inspector, plans examiner, architect, engineer, or prime contractor required. Experience in the enforcement of Federal, State and Local codes required. A bachelor's degree in engineering, Construction, Architecture or closely related field preferred. At least five (5) years supervisory experience in a building department or equivalent preferred.

Licensure Requirements:

  • Florida Building Code Administrator License required.
  • Any combination of two of the following: Florida Building Inspector and Plans Examiner licenses or equivalent ICC Certifications or approval by Florida BCAIB to take the exams.
  • Ability to obtain State of Florida Stormwater Inspector certification within one year of employment.
  • Valid Florida driver license with an acceptable driving record
