Duration : 5-month contract with potential for extension
Pay Rate : $25.00 - $25.50 per hour
Work Schedule : Hybrid (on-site initially for training; transitions to hybrid)
Contract Term : Potential extension or conversion to FTE
Job Summary :
Under the direction of the Labor Market Information (LMI) Director, the Program Manager is responsible for overseeing and managing the Occupational Employment and Wage Statistics (OEWS) survey program. This role combines hands-on program execution with team leadership, ensuring compliance with Bureau of Labor Statistics (BLS) Cooperative Agreement requirements while maintaining data quality, accuracy, and timeliness.
The position supervises OEWS staff and leads survey data collection, validation, reporting, and continuous process improvement efforts.
Key Responsibilities :
Program & Team Leadership
Supervise, coach, and mentor OEWS staff, fostering continuous improvement and high performance.
Assign workloads, monitor productivity metrics, and support staff with survey collection, data entry, and review.
Utilize the Arizona Management System to track performance and implement process enhancements.
Recruit and onboard team members as needed.
Survey Operations & Data Management
Oversee OEWS data preparation, collection, editing, and reporting in alignment with BLS standards.
Coordinate communication with regional and national BLS offices regarding OEWS work statements and reporting requirements.
Manage day-to-day survey operations including report tracking, schedule distribution, QA edits, data imports, and interim / final submissions.
Address Refinement & Data Review
Lead the address refinement process for each OEWS survey cycle, ensuring accuracy of contact information, industry classification, and business status.
Conduct detailed reviews of completed surveys to identify inconsistencies, missing data, or abnormalities compared to standard industry patterns.
Initiate follow-up contacts to clarify or correct survey responses as needed.
Non-Response Follow-Up
Participate in and support non-response outreach efforts via phone, email, fax, and occasional on-site visits.
Ensure response rate targets are met (75% by units or 65% by employment).
Quality Assurance & Estimation Review
Lead post-panel quality assurance reviews to identify and resolve reporting errors.
Review OEWS compare files, regional and national office inquiries, and required data edits.
Analyze preliminary and final OEWS estimates and submit corrections or suppressions according to required schedules.
Collaborate with the Economic Analysis team on estimation questions or special data requests.
Training & Travel
Participate in required on-site training sessions.
Perform limited out-of-state travel as needed.
Required Qualifications :
Minimum 2+ years of experience in a supervisory or managerial role, preferably within data collection or analytics programs.
Demonstrated experience managing data collection initiatives.
Proficiency in Microsoft Excel (minimum 2+ years).
Experience conducting statistical and data quality reviews.
Background in database analysis or data management.
