The Marine Construction / Diving Estimator is responsible for preparing detailed cost estimates and proposals for underwater construction inspection repair and specialty marine projects. This position requires a strong understanding of commercial diving operations marine construction methods and contract specifications. The Estimator works closely with project managers engineers vendors and clients to ensure accurate competitive and compliant bids for public and private sector work.
Key Responsibilities
- Estimate Preparation
- Review and analyze bid documents drawings specifications and addenda to determine project scope and requirements.
- Develop detailed cost breakdowns including labor equipment materials subcontractors and indirect costs.
- Prepare clear complete and competitive bid proposals and supporting documentation.
- Maintain current pricing data and productivity rates for underwater and topside operations.
- Collaborate with project management operations and diving teams to ensure constructability and accuracy of bids.
- Attend pre-bid meetings site walks and post-bid negotiations as required.
- Coordinate vendor and subcontractor quotations for specialized equipment or services.
- Technical & Compliance Support
- Ensure estimates align with client and regulatory requirements including EMADCI OSHA 29 CFR 1910 Subpart T NFPA 25 and NBIS standards.
- Assist with development of project execution plans schedules and resource allocations.
- Administrative / Business Development
- Maintain and update estimating databases cost history and vendor contacts.
- Support business development efforts by identifying new bid opportunities and maintaining client relationships.
- Contribute to proposal narratives capability statements and marketing materials as needed.
Qualifications
Education / Experience3 7 years of experience in marine construction commercial diving or heavy civil estimating.Working knowledge of commercial diving operations marine infrastructure and underwater repair methods.Technical SkillsStrong understanding of cost tracking labor burden and equipment utilization.Familiarity with union labor rates prevailing wage schedules and markups.Soft SkillsExcellent attention to detail organization and time management.Strong communication skills (written and verbal).Ability to work independently and collaboratively in a fast-paced deadline-driven environment.ADCI Dive Supervisor or Diver certification (active or prior).OSHA 30-hour Construction or EMCompetent Person training.Familiarity with USACE BOR and PUD contract formats and proposal submittals.Experience developing cost proposals for RFPs IDIQs and design-build marine projects.Compensation & Benefits
