Position/Project Overview:

Project Solutions Inc. is seeking multiple highly motivated and detail-oriented Engineering Technician I and Engineering Technician II personnel to provide semiprofessional support to engineers in the planning design management and/or supervision of federal government construction projects. The ideal candidate will bring strong analytical skills technical expertise and the ability to work independently while collaborating effectively with diverse teams. This role offers the opportunity to contribute to impactful projects administered by the Federal Highways Administration

Responsibilities and Duties:

The Engineering Operations Technician II interacts with WFLHD personnel in other departments. The technician performs non-routine tasks including development analysis coordination interpretation and presentation of the following: contract task orders Critical Path Method schedules interagency agreements plans and specifications project and contract documentation and records and contractor claims. The technician applies knowledge and judgment to data compilation and analyses. Selects and adapts standard procedures and applies precedents to prepare project plans task orders or other documents related to the project management process and necessary to deliver the projects. Analyzes and performs the work and contacts personnel in related activities to resolve problems. Independently inspects project documentation construction records and materials submittals. The technician shall use judgment critical thinking and initiative to determine the approach or action to take in non-routine addition shall interpret policies precedents and practices that may be applicable to changing situations. The technician shall draft revised procedures as necessary due to changes in work flow or system upgrades. And may train and be assisted by lower level contracted technicians.

Construction Support:
  • Manage database entry and reporting of construction data using programs such as Microsoft Access Microsoft Excel OneNote and Oracle. Run reports from existing databases.
  • Track and manage construction data entry and reporting from various sources including internet monthly reports verbal discussion and various other internal and external information data systems.
  • Maintain branch and project records and electronic files. Includes photocopying scanning distributing reviewing organizing and tracking construction documents.
  • Maintain branch information in a timely manner. Provide copies of route distribute and take information from monthly contractor payments to incorporate into construction branch data management software.
  • Perform word processing to prepare and revise contract and construction report documents and draft contract correspondence for Government signature.
  • Attend project administration and engineering quality action team meetings in preparation of annual Construction Branch Engineering Pool winter training.
  • Maintain up-to-date notes training matrix calendars and course agendas. Assist in preparing presentations other exhibits training materials course outlines and certificates for training and briefings etc.
  • Monitor training course progress maintaining adequate training materials transitions between courses attendance and course completion tracking and engineering course support as identified by the COR.
  • Gather and compile information for special Construction branch projects.
  • Create and maintain complex computer generated spreadsheets to track and manage Construction Branch information.
  • Based on technical direction from the COR assist with maintaining standard operating procedures manual versions and assist with updating guidance for the Construction Branch including chapters within the WFLHD Construction Manual based on current procedures.
  • Organize material and complete writing assignments according to set standards regarding order clarity conciseness style and terminology. May maintain records and files of work and revisions select drawings sketches.
  • Maintain data and reporting for fuel and asphalt pricing indices.
  • Coordinate branch field equipment transfers. Analyzes and monitors construction processes such as the use of field equipment lab trailers government-owned vehicles and construction lockers
  • Assemble and prepare reports for the Construction branch.
  • Assist in the project closeout process to include reviewing project data for numerical accuracy; following and executing written guidelines for performing review of projects; and creating summarized reports of closeout review of projects
Design Support:
  • Consistently maintain a high level of customer service.
  • Enter data for the progress payment estimate software and review for accuracy of input data.
  • Compute and analyze data and prepare recommendations or conclusions. Analyze data and prepare reports for managing resources and project work.
  • Review technical memos and documents for grammar spelling typos and completeness.
  • Assemble PS&E packages and documents for approval.
  • Prepare draft statements of work and for A/E and other contract actions.
  • Analyze branch budget and current status and prepare status reports.
  • Provide budget planning data to the Highway Design Management Branch Chief and input annual overhead training and equipment budget into P6.
  • Document processes and draft guidance for procedural documents. Review process and procedure documentation for gaps and overlaps and prepare recommendations.
  • Maintain branch and project records and electronic files. Includes photocopying scanning distributing reviewing organizing and tracking documents and managing and organizing documents on the branch web page and in ProjectWise.
  • Prepare and distribute information for hiring new employees schedule and coordinate panel reviews and interviews and prepare related documents.
  • Maintain the branch library of reference materials.
  • Develop presentations and materials for conferences and training sessions.
  • Perform tasks in support of the development execution modification and closure of contracts task orders except those tasks which are inherently governmental.
  • Manage database entry and reporting of WFL business data using programs such as Microsoft Access Microsoft Excel and Oracle. Run reports from existing databases.
  • Utilize Primavera (P6) scheduling software to assist functional managers with schedule preparation data input project status updates and to run and distribute reports.
  • Review schedules and budgets to identify problem areas inefficiencies and possible recovery actions.
  • Prepare correspondence transmittals reports and documents that require some understanding of technical project and management matters and ensure distribution both internally and with partners.
  • Assist with account tracking and reclassification for funding transfers.
  • Assemble construction contract and task order support packages including electronic procurement requests standard forms and other documents as required. Route distribute and track for engineering records.
  • Schedule and attend Highway Design and quality action team meetings. Develop agendas maintain up-to-date notes training matrix calendars and course agendas.
  • Gather and compile information for special projects.
  • Create and maintain complex computer generated spreadsheets to track and manage information.
  • Assemble and prepare reports for the project managers functional managers Branch Chiefs and Division Management.
  • Review shelf database to identify project estimates that need to be refreshed.
  • Coordinate and schedule branch travel.

Project Management Support:
  • Maintain a high level of customer service.
  • Perform all tasks necessary to develop scoping project planning change control and other delivery documents except those tasks which are inherently governmental.
  • Perform tasks in support of the development execution modification and closure of contracts task orders BPA calls and reimbursable agreements except those tasks which are inherently governmental.
  • Manage database entry and reporting of project management and WFL business data using programs such as Microsoft Access Microsoft Excel and Oracle. Run reports from existing databases.
  • Compute and analyze data and prepare recommendations or conclusions.
  • Prepare correspondence transmittals reports and documents that require some understanding of technical project and management matters and ensure distribution both internally and with partners.
  • Assist project managers with account tracking and reclassification for funding transfers.
  • Track and manage data entry and reporting from various sources including internet monthly reports verbal discussion and various other internal and external information data systems.
  • Maintain branch and project records and electronic files. Includes photocopying scanning distributing reviewing organizing and tracking documents.
  • Perform miscellaneous computations.
  • Assemble electronic procurement requests standard forms and other documents as required. Route distribute and track for engineering records.
  • Attend project management and quality action team meetings. Maintain up-to-date notes training matrix calendars and course agendas.
  • Gather and compile information for special projects.
  • Create and maintain complex computer generated spreadsheets to track and manage information.
  • Assemble and prepare reports for the project managers functional managers Branch Chiefs and Division Management.
  • Coordinate project websites and prepare other materials for the public.
  • Provide monthly project budget reports and project reporting analysis to the Project and Functional Managers and the Project Management Branch Chief.
  • Coordinate kickoff milestone field review and other meetings for Project Managers and Branch Chiefs. Prepare agendas disseminate information and take notes. Track risk assessments of the scope of proposed projects.
  • Coordinate signatures and maintain all required project agreements and similar documents.

Required Education Knowledge and Skills:

Education:
  • Minimum of an Associates Degree in Civil Engineering Technology or related degree.
  • Valid drivers license.
  • Clean drivers history.
Experience:
  • Minimum of three years working in construction project administration for a general contractor Architect-Engineering firm or Construction Management firm.
  • Minimum of one year supporting Local State or Federal construction projects.
Skills & Competencies:
  • Thorough knowledge of civil engineering and project management concepts business practices industry terminology design and construction project scheduling.
  • Experience with database application and data records management document controls complex spreadsheets databases and financial management.
  • Demonstrable skill analyzing planning and coordinating business activities.
  • Experience with utilizing inputting data and extracting reports from industry scheduling and project management information system software.
  • Experience monitoring project budgets running reports and working with managers to reconcile costs and expenses.
  • The ability to compute and analyze data and prepare recommendations or conclusions.
