CSS-Inc. may have multiple openings for Geospatial Analysts to support NOAA's Office for Coastal Management (OCM) . The successful candidates will analyze geographic information about the earth's coasts, oceans, and Great Lakes and provide technical and analytical support to address issues such as coastal management, coastal inundation, ocean uses, or land cover and change.
All positions are contingent upon contract award to CSS.
Locations vary, but typically allow for fully remote work within a defined geographic jurisdiction.
Specific responsibilities and tasks will include :
- Compile, process, and analyze imagery, elevation, and / or other geographic-based ancillary data of varying scales and sources, both raster and vector based, in order to produce derived products, maps, statistics, and other information.
- Support analyses, development, production, maintenance, and integration of geospatial data and services to platforms such as MarineCadastre.gov, Digital Coast, and the Coastal Change Analysis Program (C-CAP).
- Use a range of data visualization tools and data science techniques to support the translation of data and science to policy and public users.
- Communicate and present information on technical products and services to technical and non-technical audiences. Provide hands-on technical assistance and training to partners.
- Additional duties vary, but may include : create and update metadata records; manage internal data assets; development, integration, and maintenance of data products at a national scale; apply scripting techniques to build data pipelines, visualize data, and integrate within a federal cyberinfrastructure; use varied data structures, storage, and quality control techniques for over 400 unique data products ranging from very small to multi-terabyte in size; read, scope, author, and / or execute code of varying degrees of complexity for automation of data production, analysis, and distribution.
- Develop solutions to problems and issues that require technical knowledge, collaboration, and may affect multiple areas or disciplines.
- May represent the organization's technical products and services as a subject matter expert during presentations or product demonstrations to technical and non-technical audiences.
Qualifications
Master's degree or doctorate in geography, earth sciences, remote sensing, GIS, engineering, geology, coastal management, or related field.0-6+ years of experience in geospatial science and providing technical assistance.Familiarity with marine spatial data.Documented experience in geospatial support for the Federal Government preferred.Knowledge of coastal management and coastal processes or coastal and marine programs in the U.S. and within NOAA preferred.Demonstrated experience with image processing and GIS software packages such as ArcGIS, QGIS, eCognition, ERDAS Imagine, Global Mapper, and NOAA VDatum. Experience with Python, GDAL, and Numpy is a plus.Ability to implement effective data quality assurance process, data optimization, and documentation procedures.Ability to employ ingenuity and creativity to develop new technical solutions and systems in order to achieve functional objectives.Strong interpersonal and communication skills.Knowledge and experience in specific area(s) preferred, including but not limited to : processing and managing data in the cloud (tile cache map services); map services (e.g., Story Maps, web apps); land cover data development; remotely sensed imagery (e.g., lidar, Digital Elevation Models, inundation data sets); effective data quality assurance processes, data optimization, and documentation procedures; working with state and federal agencies, tribes, academia, and nongovernmental organizations.At CSS, we are committed to fostering an inclusive and merit-based workplace.
