Summary
The Chief Clinical Officer leads all clinical programming and strategies aimed at meeting clinical benchmarks for quality and productivity, ensuring proper client care is being provided in accordance with all clinical program requirements. The Clinical Director is accountable for setting the clinical vision for the organization and the implementation of innovative and new clinical programming. Duties include establishing and supervising all clinical service protocols and practices; supervision, coaching and mentoring of all department staff; and collaboration with partners, payers and providers.
Essential Duties & Responsibilities
Clinical services
- Provides direct services for youth, if necessary, to the extent permitted by licensing requirements including information, referral, outreach, crisis intervention, advocacy, and linkage with educational, employment, financial, housing, counseling, medical and other social resources in the community.
- Provides emergency consultation and intervention services on an as needed basis.
Training and education
Provides trainings onsite and in the community as requested.Provides onboarding training for new clinical team hires.Participate in a variety of available clinical training's related to professional development, inclusive of those that support the provision of health promotion and prevention activities to the persons and communities served by the organization.Keep staff informed of essential updates, changes or revisions.Leadership and supervision
Provide clinical leadership, guidance and mentoring to clinical program managers, staff and interns.Provide clinical oversight in the delivery of behavioral health services across multiple service areas, programs and overall service delivery sites.Attend departmental, interdepartmental and leadership team meetings to provide feedback and guidance.Conducts annual reviews of clinical team.Financial oversight
Assists in completion of agency grants and proposals for funding to support program goals.Research and assist in grant writing for new or expanded programs or services.Assist in the development and ongoing monitoring of the department's budget to ensure sound financial decision making a program solvency.Quality and compliance
Oversees Unusual Incident Reporting process and provides consultation and feedback.Responsible for tasks / duties of the Clients Rights Officer.Monitor the performance of the program in relation to clinical best practices and adherence to the organization's mission and vision.Ensure full compliance with clinical contractual deliverable of all federal, state, Medicaid and other contracts and grants.Administer grant and contract rules and requirements applicable to the delivery of integrated behavioral health services.Monitor performance of behavioral health services staff to ensure productivity standards are consistent with best practices.Stewards the development of Quality and Compliance Committee and subsequent processes and activities. This includes the development of policies and procedures, and protocols applicable to all behavioral health service staff and programs.Strategic Planning
Responsible for tasks / duties related to the development and implementation of the organization's strategic plan.Supervise and oversee the development and implementation of all aspects of the organization's clinical operations, in alignment with the organization's vision, mission and strategic plans.Make appropriate adjustments and modifications to clinical programs, when needed, to meet organization, community, contractual and financial needs. In conjunction with other leadership develop the vision and plan for additional programs or service lines.Community Engagement
Maintain awareness of trends in standards of practice for behavioral health providers.Actively participate in community networking activities as the key clinical representative and act as liaison for all relevant programmatic and grant efforts.Develop and maintain a collaborative relationship with allied agencies, funding sources, community partners and other entities, ensuring a broad, integrated system of careParticipate and regularly attend partner meetings to stay informed of new opportunities and requirements, community resources, new programming and related training.Requirements
Master's degree in Social Work (MSW) or related field requiredFor Clinical Supervision of staff, the individual must have an Licensed Independent Social Worker Supervisor (LISW-S) or Licensed Professional Clinical Counselor Supervisor (LPCC-S) in the State of Ohio requiredMinimum of 10 or more years of experience in clinical program development, administrative, budgetary, compliance, or related field requiredMinimum of 3 years of supervisory experience requiredIt is the policy of Daybreak to ensure that the facility is in compliance with all license requirements and that all employees are fit for duty. Once a conditional offer of employment has been given, Daybreak requires that all prospective employees sign a background check release form and pass pre-employment testing before a start date may be given.
Background Check
Daybreak is required by State of Ohio law to perform a criminal background check, which includes fingerprinting, of eligible applicants. In addition to the fingerprints, Daybreak requires the following additional background checks.

The following pre-employment tests will be conducted at Daybreak's expense. Tests include :
A tuberculin skin test or chest x-ray (by a physician of Daybreak's choosing)A urine drug screening (by a testing facility of Daybreak's choosing)Should the pre-employment reviews indicate that the prospective employee does not meet the employment requirements, Daybreak has the option of either not hiring the person or postponing employment until the condition prohibiting employment has been removed.
If the background or pre-employment checks contain information that the applicant has committed, been convicted of, or pleaded guilty to any criminal offense, unless the charge was a minor misdemeanor not involving violence or a sexual offense at least 5 years old, or if the applicant refuses to submit fingerprints for a criminal background check, the conditional offer of employment will be withdrawn immediately.
Pursuant to SB 38 (child-serving agency), if it is determined that the applicant has committed one of the disqualifying events listed on the attached Ohio Revised Code Disqualifier sheet may prevent employment at Daybreak.
