Job Overview

Under the general direction of the Chief of Staff (COS) Division, the Staff Services Officer V performs advanced (senior level) staff services work for the COS Division. Primary work involves planning, leading, directing, and / or performing complex and critical staff services work related to Division administration, human resources, training and employee engagement, purchasing, IT coordination, records and property management and business continuity.

Responsibilities

25% – Prepare and oversee special projects and assignments as requested by the COS; coordinate planning, implementation and tracking of assignments using project planning tools; prepare reports for the COS using Word, Excel, PowerPoint and SharePoint.

25% – Coordinate, develop and execute plans related to Division administrative support functions; manage procurement cycle, enter requisitions, coordinate procured services, track support files; prepare and coordinate travel for division staff; assist with new hire onboarding and IT requests; serve as the IT liaison on computer deployments and system upgrades.

25% – Maintain calendars, identify scheduling conflicts and prioritize appointments, meetings and conference calls for COS; coordinate all aspects of meetings, prepare materials and handouts.

10% – Assign and manage assignments related to COS operations; review written materials and advise the Division staff on DSHS policies and procedures; develop policies, procedures and guidelines; prepare justifications and assist in implementing procedural or policy changes.

10% – Provide high‑level consultation, support and technical assistance to senior management and section staff for Human Resources and Personnel Issues; keep abreast of Human Resources‑related policy matters; evaluate and implement policies and procedures to ensure compliance; coordinate hiring of positions for the Division.

5% – Serve as the COOP coordinator for the Division and ensure that Division information is up to date; assist in the coordination and recruitment of staff to serve in response efforts.

Essential Job Functions (EJF)

Qualifications and Knowledge

Knowledge of office management, personnel administration, fiscal, purchasing methods and training techniques.

Knowledge of human resources related federal and state policies.

Skill in facilitation, negotiating, conflict resolution, problem solving and team building.

Skill in project management, prioritization and program evaluations.

Skill in using the Internet, SharePoint, Excel, PowerPoint and Word.

Skill in preparing / editing high level written reports and correspondence.

Ability to communicate effectively verbally and in writing.

Ability to plan, assign and coordinate the work of others.

Ability to direct program activities.

Ability to establish goals and objectives.

Ability to facilitate meetings and projects and work effectively with teams.

Ability to analyze complex issues, draw appropriate conclusions, and initiate necessary actions to solve problems.

Ability to supervise employees.

Ability to work effectively with COS, co‑workers, federal, state and local officials and the public.

Ability to organize and prioritize workload and meet deadlines.

Ability to maintain confidentiality.

Ability to perform work with a high degree of attention to detail.

Ability to take initiative to improve processes.

Initial Screening Criteria

Graduation from an accredited four‑year college or university with a degree or four (4) years of related experience can substitute for a college degree.

Five years full‑time administrative support, general office, clerical experience supporting a senior level or C‑suite / C‑level executive.

Experience preferred using Microsoft Office at an advanced level, particularly Outlook, Word, Excel and SharePoint.

At least three years’ experience preferred processing financial requisitions for purchasing and preparing / posting human resources job postings, and facilitating human resources tasks.
