Position Overview
The Design Build Project Manager will oversee the procurement, implementation, and maintenance of large‑scale Design Build projects in the Houston District, including the North Houston Highway Improvement Project 3C‑2.
Essential Duties
Review and support Standard Operating Procedures for maintaining and archiving project schedules.
Manage resources, budgets, project changes, and quality performance measurements.
Coordinate construction operations and act as consultant to staff engineers.
Advisory on administrative, technical, regulatory and engineering aspects of transportation.
Assist in resolving contract problems and disputes.
Develop and monitor budgets.
Coordinate and monitor assigned projects / programs / plans.
Serve as lead worker and manage related tasks.
Monitor consultants' progress, check invoices, and prepare supplemental agreements.
Review construction related to operations.
Perform other job responsibilities as assigned.
Transportation Engineer IV adds using project management principles for highly complex projects, making presentations, and representing TxDOT. Transportation Engineer V further oversees and develops plans for complex projects, formulates budgets, and can oversee multiple initiatives.
Minimum Qualifications
Transportation Engineer III – Bachelor’s degree in engineering or related science; 6 years of engineering, transportation engineering, or related experience; valid driver’s license; licensed Professional Engineer (or must obtain Texas license within six months).
Transportation Engineer IV – Bachelor’s degree; 7 years of experience; same license requirements.
Transportation Engineer V – Bachelor’s degree; 8 years of experience; same license requirements.
Competencies
Knowledge of government programs, highway design, construction policies, cost estimating, risk analysis, contract development, and applicable laws.
Expertise in applying engineering principles and methods.
Proficiency in facilitating groups, communicating effectively, planning multiple projects, and making decisions that support business objectives.
Advanced negotiation skills and diplomacy for higher levels.
Physical Requirements
Subject to indoor and outdoor environmental conditions.
Sedentary work, occasionally lifting up to 10 lbs.
Verbal and visual acuity for data analysis and computer screen work.
Conditions of Employment
