The Pennsylvania Turnpike Commission (PTC) operates a 565‑mile toll‑road system with over 205 million transactions annually. Our mission is to operate a safe, reliable, customer‑valued toll‑road system that supports national mobility and commerce.
Flexible work options may be available :
- Hybrid Work – a combination of remote and in‑person reporting
- Alternate Work Schedule – flexibility to adjust the work schedule to complete the work week in fewer days
- Some options may require completion of a probationary period.
All employees must establish Pennsylvania residency within six months of hire and maintain PA residency regardless of flexible work options.

Job Purpose & Summary
This position is responsible for serving as the senior‑level project manager on the most complex engineering projects for the PTC. Work involves independently directing multiple projects and programs at one time with little or no technical instruction.
Essential Functions & Responsibilities
Provides direction and oversight to the work of lower‑level engineering staff and consultants, including supervision, performance management, delegation of work assignments, and review of work product.Serves as the primary project manager over the development and administration of the most complex traffic, facilities, design, and / or construction projects.Manages the full lifecycle of multiple complex projects, develops the scope of work, participates in the consultant selection process, and manages cost estimates.Develops and manages project scheduling, cash flow projects, and activities to ensure proper project development and compliance.Performs field investigations, reviews, and surveys to ensure adherence to standards and specifications and identifies potential problems and works to resolve them.Reviews and approves plans, specifications, studies, invoices, and estimates as prepared by consultants or contractors.Maintains professional liaison with internal / external staff and consultants, and other governmental and transportation agencies.Reviews and / or prepares detailed and comprehensive reports, documents, and recommendations.Attends meetings to provide direction, subject matter expertise, consultation, and recommendations for assigned projects.Participates in traffic and safety surveys, analyzes reports to identify problems and provide solutions.Conducts, participates, and / or represents the PTC in designated meetings, committees, planning groups, trainings, or seminars.Manages various PTC engineering programs.Performs duties requiring a broad knowledge and application of engineering principles and practices as they relate to all phases of assigned projects and job duties.Uses situational awareness to anticipate and prevent accidents.Performs related duties as requested.Qualifications
Eight (8) years of engineering experience AND a bachelor’s degree in engineering or related discipline. Certain units may prefer a bachelor’s degree in a specific engineering discipline.Possession of a valid Professional Engineer (PE) license issued by the Pennsylvania State Registration Board for Professional Engineers.Possession of a valid driver’s license. Must obtain and maintain a valid Pennsylvania driver’s license within six months of employment.Competencies

Position requires frequent speaking, writing, reading reports, extensive computer use, and may require travel and fieldwork with exposure to roadway traffic. Occasional work outside normal business hours may be required.
